Based on Item 12 of the Regulations on Social Security Fund of the population of the Ministry of Labour and Social Protection of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of January 16, 2009 No. 40, board of Social Security Fund of the population of the Ministry of Labour and Social Protection of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for use of funds of state non-budgetary fund of social protection of the population of the Republic of Belarus for pension payment and benefits.

The instruction about procedure for use of funds of state non-budgetary fund of social protection of the population of the Republic of Belarus for pension payment and benefits

1. This Instruction is developed according to the Presidential decree of the Republic of Belarus of January 16, 2009 No. 40 "About Social Security Fund of the population of the Ministry of Labour and Social Protection" (The national register of legal acts of the Republic of Belarus, 2009, No. 17, 1/10419) and determines procedure for use of means of state non-budgetary fund of social protection of the population of the Republic of Belarus (further – fund) on pension payment and benefits.

2. For implementation of expenses on pension payment and benefits by fund in banks accounts on the balance sheet account 3605 "Budget Funds on the Current (Settlement) Accounts of Commercial, Non-profit Organizations, Non-bank Financial Organizations, Individual Entrepreneurs and Physical Persons" are opened (further – the balance sheet account 3605):

to committees on work, employment and social protection regional and Minsk city executive committees (further – committees on work, employment and social security), to managements (departments) of work, employment and social protection of city, district executive committees (further – managements (departments) of work, employment and social security), to the territorial centers of social servicing of the population of areas and cities (further – TTsSON);

to the republican unitary enterprise of mail service of Belpocht and branches and district nodes which are its part (further – objects of mail service);

to banks;

to the organizations performing activities for delivery of pensions, benefits and other payments (further – the organizations for delivery);

to individual entrepreneurs;

to payers of compulsory insurance premiums (further – payers) for allowance payment in cases of untimely salary payment, compensation to claimants of the half-received amount of the alimony in connection with the idle time or other circumstances taking place for the reasons, independent of the debtor.

Banks, committees on work, employment and social security, managements (departments) of work, employment and social security, TTsSON, the organization for delivery, objects of mail service within two working days inform regional, Minsk city managements of Social Security Fund of the population of the Ministry of Labour and Social Protection of the Republic of Belarus (further – managements of Fund) on opening, closing, change of details of the settlement accounts.

3. Not later than five working days prior to the beginning of the payable period committees on work, employment and social security represent to managements of Fund in electronic form and on paper the summary request for financing of pension payments and benefits according to appendix 1 to this Instruction and at the same time submit requests for financing of pension payments and benefits according to appendix 2 to this Instruction for managements (departments) of work, employment and social security by objects of mail service, banks and the organizations for delivery (with indication of numbers of lists on branches of banks, date and benefits amounts).

Refining of the amount of means necessary for pension payments and benefits, committees on work, employment and social security make every ten days not later than five working days prior to the beginning of decade.

4. Managements of Fund every ten days taking into account days off and holidays represent to territorial authorities of the State Treasury of the Ministry of Finance of the Republic of Belarus (further – bodies of treasury) the register of financing of pension payments and benefits (further – the register) according to appendix 3 to this Instruction. The register is constituted in duplicate, the second copy of this register with mark of bodies of treasury returns to management of Fund.

Financing of objects of mail service, the organizations for delivery is performed in four working days prior to pension payments and benefits (taking into account day of payments), and financing of banks – no more than in two working days before the term of transfer of the amounts into accounts and maps accounts of receivers.

For ensuring financing of pension payments and benefits of management of Fund shall provide and register in bodies of treasury the reference book of receivers of fund (further – the reference book) according to appendix 4 to this Instruction. Changes in the reference book are made by managements of Fund as required to the terms providing timely implementation of payments.

5. Pension payment and benefits is performed through objects of mail service, banks, the organizations for delivery.

Objects of mail service:

in the terms providing timely pension payment and benefits transfer the amount of means in the amount of one-day requirement according to the sheet on pension payment and benefits, and taking into account days off and holidays – the amount of means necessary for payments on the corresponding number of days, from the account opened on the balance sheet account 3605, into the account opened on the balance sheet account 314 "Accounts of the Organizations of the Ministry of Communications and Informatization of the Republic of Belarus on Translated Transactions" (further – the balance sheet account 314);

at the same time create the payment order on receipt of cash liquidity from the account opened on the balance sheet account 314, in the amount of reduced by the amount of the cash revenue expected by them from the services provided by objects of mail service (acceptance of payments, payment of goods, services and other payments in cash);

within five working days upon termination of the payable period perform return of outstanding amounts of pensions and benefits from the account opened on the balance sheet account 314, into the account opened on balance sheet account 3605.

The payment for the rendered services in implementation of pension payments and benefits is determined proceeding from the amounts provided by the register on five-day weeks and listed by bodies of treasury 7, of 12, of 17, of the 22nd day of every month or in the terms established by contracts for these services.

The payment for the rendered services for the last six days of the payable period is performed by bodies of treasury for representation by managements of Fund of the specified registers constituted based on the specified requests of the committees on work, employment and social security represented to managements of Fund to the 28th of current month or considered when forming the request the next month.
