Instructions for use electrical energy

1. General provisions

1. These rules of use of electrical energy (further - Rules) are developed according to the subitem 18) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for use of electrical energy.

2. The basic concepts and determinations used in these rules:

1) balance sheet accessory - the site of the power network which is power making, power transferring the organizations and the consumer, belonging to them on the property right or other legal cause;

2) border of balance sheet accessory - point (line) of the Section of power network between the power making, power transferring organizations and consumers according to their balance sheet accessory;

3) limit of operational responsibility of the parties - point (line) of the Section of power network between the power making, power transferring organizations and consumers determining operational responsibility of the parties;

4) the agreement of electric utility service - the agreement according to which the power supplying organization shall give to the consumer through the attached network electrical energy and the consumer shall pay the accepted electrical energy, and also observe the mode of its consumption provided by the agreement, ensure safety of operation of the power networks which are under its authority and operability of the devices used by it and the equipment connected with consumption of electrical energy;

5) contractual capacity - approved about the average quantity of electrical energy used by the consumer within one hour who is power supplying with the organization;

6) the payment document - the document (the account, the notification, the receipt, schetpreduprezhdeniye) based on which consumers make payment;

7) sealing - the installation of mechanical adaptation disposable interfering unauthorized access to the electrotechnical equipment and allowing to visualize the intervention fact if unauthorized opening of such device nevertheless happened;

8) the consumer - the physical person or legal entity consuming electrical energy on the basis of the agreement;

9) the device of commercial accounting - the technical device intended for commercial accounting of electrical energy, allowed for use according to the procedure, established by the legislation of the Republic of Kazakhstan;

10) acceptance of the scheme of commercial accounting - check and sealing of the scheme of connection of the device of commercial accounting;

11) the receiver of electrical energy (electroreceiver) - the device, the aggregate, the mechanism intended for transformation of electrical energy to other type of energy;
