According to Item 9 of the Regulations on the Ministry of Internal Affairs of Ukraine approved by the Presidential decree of Ukraine of April 6, 2011 No. 383, the List of paid services which are provided by divisions of the Ministry of Internal Affairs and the Public migratory service, and the amount of payment for their provision, the approved resolution of the Cabinet of Ministers of Ukraine of June 4, 2007 No. 795 (with changes), and for the purpose of streamlining of activities of employees of Expert service Ministry of Internal Affairs of Ukraine relatively about carrying out criminalistic researches of vehicles and registration documents which accompany them, I ORDER:

1. Approve the Instruction about procedure for carrying out criminalistic researches of vehicles and registration documents which accompany them as employees of Expert service Ministry of Internal Affairs of Ukraine which is applied.

2. To chiefs of the State research expert and criminalistic center Ministry of Internal Affairs of Ukraine, head departments, Departments of MIA of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, to heads of higher educational institutions of the Ministry of Internal Affairs of Ukraine to organize studying and to provide accomplishment of this order by employees of Expert service Ministry of Internal Affairs of Ukraine, professorial, variable structure of faculties of training of court experts and forensic experts.

3. (Zhidkov D. V.) to provide to the state Ministry of Internal Affairs center of Ukraine research expert criminalistic submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

5. This order becomes effective from the date of its official publication.

6. I reserve control over the implementation of this order.

І. General provisions

1.1. This Instruction determines procedure for the organization and carrying out criminalistic researches of vehicles and registration documents which accompany them, registrations of their results, fillings of forms of the reporting with employees of Expert service Ministry of Internal Affairs of Ukraine.

1.2. This Instruction is developed according to the Laws of Ukraine "About militia", "About judicial examination", resolutions of the Cabinet of Ministers of Ukraine of June 20, 2000 No. 988 "About formation of expert service of the Ministry of Internal Affairs", of June 4, 2007 No. 795 "About approval of the list of paid services which are provided by divisions of the Ministry of Internal Affairs and the Public migratory service, and the amount of payment for their provision", Procedure for state registration (re-registration), removal from accounting of cars, buses, and also the self-propelled machines designed on the chassis of cars, motorcycles of all types, brands and models, trail cars, semitrailer trucks, microcars, another equated to them vehicles and mopeds approved by the resolution of the Cabinet of Ministers of Ukraine of September 7, 1998 No. 1388 (further - the Procedure), the order of the Ministry of Internal Affairs of Ukraine and the State committee on cases of protection of frontier of Ukraine of August 7, 2000 No. 520/390 "About approval of the Instruction about joint activities concerning identification of the stolen automotor-transport and procedure for control of vehicles which cross frontier of Ukraine", the order of the Ministry of Internal Affairs of Ukraine registered in the Ministry of Justice of Ukraine on September 1, 2000 for No. 571/4792, of August 9, 2012 No. 691 "About approval of the Regulations on Expert service of the Ministry of Internal Affairs of Ukraine", registered in the Ministry of Justice of Ukraine on September 7, 2012 for No. 1541/21853.

1.3. The research of vehicles (further - TS) and registration documents which accompany them (further - RD) is performed by employees of Expert service Ministry of Internal Affairs of Ukraine to whom in the procedure established by the Law of Ukraine "About judicial examination" qualification of the court expert with the right of carrying out researches on the corresponding expert specialties is appropriated.

1.4. The main task of employees of Expert service Ministry of Internal Affairs of Ukraine in case of research of TS and RD is implementation of judicial and expert activities and technical and criminalistic ensuring activities of bodies which perform investigation and search operations, bodies of pre-judicial investigation and court on prevention, identification, disclosure and investigation of criminal and other offenses by use of special knowledge.

1.5. In this Instruction and by preparation of the corresponding conclusion which is constituted by results of research terms are used in such value:
