1. Approve Regulations on the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus it (is applied).

1-1. Determine the list of the organizations subordinated to the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus according to appendix 1.

2. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus and their separate structural elements according to appendix 2.

3. This resolution becomes effective since July 1, 2013.

Regulations on the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus

1. The Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (further - Ministry for Protection of the Environment and Natural Resources) is republican state body and submits to Council of Ministers of the Republic of Belarus.

2. Ministry for Protection of the Environment and Natural Resources in the activities is guided by the Constitution of the Republic of Belarus, other acts of the legislation and this Provision.

3. The structure of Ministry for Protection of the Environment and Natural Resources includes head departments, managements, departments, sectors, and also other structural divisions for ensuring its activities and maintenance according to the legislation.

4. Ministries for Protection of the Environment and Natural Resources log in:

4.1. territorial authorities of Ministry for Protection of the Environment and Natural Resources according to appendix 1;

4.2. the organizations subordinated to Ministry for Protection of the Environment and Natural Resources.

5. The main tasks of Ministry for Protection of the Environment and Natural Resources are:

5.1. carrying out single state policy in the field of environmental protection and rational (steady) use of natural resources, use and protection of subsoil, and also hydrometeorological activities according to the legislation;

5.2. implementation of public administration in the field of studying, protection, reproduction and rational (steady) use of natural resources, including subsoil, waters, animal and flora, environmental protection, and also state regulation in the field of hydrometeorology;

5.2-1. participation in state regulation of activities for certification in the field of environmental protection (further – ecological certification);

5.3. coordination of activities of other republican state bodies, local executive and administrative organs, organizations in the field of providing ecological safety, environmental protection and rational (steady) use of natural resources, including subsoil, hydrometeorological activities, protection of atmospheric air, ozone layer, rational (steady) use and protection of water resources, mitigation of the consequences of climate change and adaptation to climate changes;

5.4. implementation of state regulation of activities for geological studying of subsoil and hydrometeorological activities, and also creation of conditions for development of the organizations of all patterns of ownership performing these types of economic activity;

5.4-1. coordination of activities of republican state bodies, local executive and administrative organs, organizations in the field of geological studying of subsoil, planning of production and conversion of minerals, development and enhancement of technologies of mineral processing;

5.5. interaction within the competence with local executive and administrative organs in case of the solution of nature protection questions;

5.6. control in the field of environmental protection, rational (steady) use of natural resources;

5.7. ensuring preserving, recovery and steady functioning of natural ecological systems, biological and landscape diversity, participation in development and implementation of actions for recovery of the environment;

5.8. providing state bodies, other legal entities, physical persons, including individual entrepreneurs, ecological and hydrometeorological information, participation in education in the field of environmental protection, forming of ecological culture;

5.9. implementation of international cooperation, studying, generalization and distribution of experience of foreign states in the field of environmental protection and rational (steady) use of natural resources, hydrometeorological activities, and also protection of atmospheric air, ozone layer, rational use and protection of water resources, mitigation of the consequences of climate change and adaptation to climate changes, ecological certification.

6. Ministry for Protection of the Environment and Natural Resources according to the tasks assigned to it:
