About the measures taken by the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic on development of food and processing industry and agromarketing

In pursuance of the Law of the Kyrgyz Republic "About food security of the Kyrgyz Republic", for the purpose of the solution of questions of ensuring food security, improvement of quality and extent of conversion of the made agricultural products, building-up of the export potential of agricultural products and products of its conversion, increase in the employment level of the population the Government of the Kyrgyz Republic decides:

1. To the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic:

- analyze work of the companies of food and processing industry for the purpose of identification standing idle, being in stage of construction in progress and/or bankruptcy and to develop offers on effective use of the available and released production capacities for the organization of mini-productions, to renewal of activities of the idle companies for their main profile;

- develop and implement actions for ensuring target attraction of financial credit resources, direct foreign, domestic investments in food and processing industry, marketing of agricultural products;

- handle with the international donor organizations issues of attraction of financial resources on grant basis for creation of the trade and logistic centers, supplying cooperatives for purchase, storage and realization of agricultural products and products of its conversion;

- with the assistance of financial credit institutes of the republic to develop and to submit in accordance with the established procedure for consideration of the Government of the Kyrgyz Republic of the offer on the mechanism of issue to business entities in leasing of processing equipment;

- together with the Ministry of Economics of the Kyrgyz Republic to continue work on development of technical regulations on food products and to render assistance on implementation of system of management of safety of food products or the control system of safety (HASSP) in the business entities who are turning out food products and provisions.

2. To the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic together with the Ministry of Finance of the Kyrgyz Republic, commercial banks and specialized financial credit institutes to develop the effective mechanism of crediting of the companies of food and processing industry minimizing risks of irrevocability of borrowed funds in a month and to submit for consideration of Coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic.

3. To impose control of execution of this resolution on department of agro-industrial complex and ecology of Government office of the Kyrgyz Republic.

4. Publish this resolution in mass media.
