Rules of provision of subsidies from the federal budget to the organizations of the light and textile industry on compensation of part of costs for interest payment on the credits obtained in the Russian credit institutions in 2013 - 2015 on implementation of new investment projects on modernization

1. These rules establish procedure for provision of subsidies from the federal budget to the organizations of the light and textile industry (further - the organizations) on compensation of part of costs for interest payment on the credits obtained in the Russian credit institutions in 2013 - 2015 on implementation of new investment projects on modernization (further - projects, subsidies).

2. To subsidizing percent on the credits obtained not earlier than January 1, 2013 on implementation of the new investment projects on modernization performed after January 1, 2013 are accepted.

3. Subsidies are provided based on contracts between the organization and the Ministry of Industry and Trade of the Russian Federation on provision of subsidy (further - agreements on provision of subsidy) in which are provided:

a) purposes, conditions and procedure for provision of subsidies;

b) terms of transfer of subsidies;

c) the right of the Ministry of Industry and Trade of the Russian Federation to conducting checks of observance by the organization of the conditions established by the agreement on provision of subsidy;

d) procedure and term of submission of the reporting on accomplishment of the indicators of project implementation provided by the subitem "zh" of this Item;

e) procedure for return of the amounts used by the organization in case of establishment following the results of the inspections which are carried out by the Ministry of Industry and Trade of the Russian Federation and authorized bodies of the state financial control, the fact of violations of the conditions determined by these rules and the agreement on provision of subsidy and also in case of not achievement of the indicators of project implementation provided by the subitem "zh" of this Item;

e) agreement cancelation conditions about provision of subsidy;

g) project implementation indicators, including:

creation and upgrade of high-productive workplaces;

work gain in productivity;

increase in share of innovative products in total amount of products;

increase in production.

4. For the conclusion of the agreement on provision of subsidy of the organization represent the following documents to the Ministry of Industry and Trade of the Russian Federation:

a) cover letter;

b) the extract from the Unified State Register of Legal Entities certified in accordance with the established procedure (in case of non-presentation of such document by the organization the Ministry of Industry and Trade of the Russian Federation requests it independently);

c) the copy of the credit agreement with the repayment schedule of the credit and interest payment on it certified by the Russian credit institution;

d) the copy certified by the head of the organization approved as the head or the board of directors of the organization of the business plan of the project which indicators shall correspond to indicators of the subprogramme 4 "Light industry and national art crafts", the provided appendix No. 1 to the state program of the Russian Federation "Development of the industry and increase in its competitiveness" approved by the order of the Government of the Russian Federation of June 19, 2013 No. 997-r;

e) the organizations of the copy of agreements on supply of equipment certified by the head and spare parts to him, its installation and production of the industrial equipment concluded according to the business plan of the project.

5. The Ministry of Industry and Trade of the Russian Federation registers on first come the documents specified in item 4 of these rules, in the special magazine which shall be strung together and under seal the Ministry of Industry and Trade of the Russian Federation and which pages shall be numbered.

6. The Ministry of Industry and Trade of the Russian Federation considers the documents submitted according to item 4 of these rules in 15-day time and signs the agreement on provision of subsidy with the organization or 2 and 4 these rules or in case of lack of limit of the budget obligations provided to the Ministry of Industry and Trade of the Russian Federation on the purposes specified in Item 1 of these rules refuse (in writing) to the organization the conclusion of such agreement in case of discrepancy of the submitted documents to provisions of Items 1,.

7. Provision of subsidies is performed quarterly.

Subsidies on the credits obtained in currency of the Russian Federation are provided in the amount of two third cost amount of the organization on interest payment on the credit in settlement period. At the same time the size of subsidy cannot exceed the size calculated proceeding from two third the established refunding rate of the Central bank of the Russian Federation operating on payment date of percent on the credit.
