About additional measures for support of export of subjects of small business and private entrepreneurship

For the purpose of further expansion of the export potential of subjects of small business, private entrepreneurship and farms, rendering to them necessary legal, financial and organizational assistance in increase in production of products, modern, competitive in the foreign markets, and its promotion for export, ensuring reliable protection of domestic export entrepreneurs against risks of changes of environment of the foreign market:

1. Accept the offer of the Ministry of Economics, Ministry of Finance, Ministry of Foreign Economic Relations, Investments and Trades, National Bank of foreign economic activity of the Republic of Uzbekistan, Chamber of Commerce and Industry and Council of farmers of Uzbekistan on creation under National Bank of foreign economic activity of Fund of support of export of subjects of small business and private entrepreneurship with territorial branches in regions of the republic, and also representations in foreign countries.

2. Consider the main objectives and activities of Fund of support of export of subjects of small business and private entrepreneurship:

carrying out in-depth marketing researches of the foreign markets on studying of the current and perspective environment of demand for them and identification of potential opportunities for export of products made by domestic subjects of small business, private entrepreneurship and farms;

implementation on the system basis of the analysis of assortment and the product range made by subjects of small business, private entrepreneurship and farms, determination of level of its competitiveness in the foreign markets, forming of the corresponding databases, development on this basis of the offers aimed at providing compliance to the turned-out export products to demand on world and the regional markets;

rendering legal, financial and organizational services on promotion on the foreign markets of products of subjects of small business, private entrepreneurship and farms, to search of potential buyers, preparation and the conclusion of contracts, maintenance of export transactions, reliable protection of exporters against possible risks, and also in obtaining and payment of the necessary licenses, certificates, other permissions and charges required by the legislation of foreign countries;

 rendering assistance in expansion of participation of subjects of small business, private entrepreneurship and farms in foreign tenders, and also the organization of contacts of domestic manufacturers and foreign buyers by the organization of fairs, "round tables", etc.

3. Determine that:

 The fund of support of export of subjects of small business and private entrepreneurship is legal entity in the form of non-state organization;

The fund renders services and assistance only to subjects of small business and private entrepreneurship and farms;

the supreme body of management of Fund is Council of Fund, executive body and the manager of fund is the executive directorate;

the initial size of Fund constitutes 5,0 of one billion sum from which are created by 2,5 of one billion sum at the expense of one-time fee of means of the government budget, and the rest at the expense of voluntary contributions of founder subjects of small business, private entrepreneurship and farms, National Bank of foreign economic activity, Chamber of Commerce and Industry of the Republic of Uzbekistan, and also other commercial banks, financial institutions and donors;

sources of fund is income gained from rendering subjects of small business, private entrepreneurship and farms of the legal, financial and organizational services connected with implementation of the external economic transactions in the form of commission assignments in sizes - to 1 percent from the cost of the contract, but at least 100 thousand bags., and also other sources which are not prohibited by the legislation.

4. Agree with the offer of the Ministry of Foreign Economic Relations, Investments and Trades, Ministry of Finance of the Republic of Uzbekistan and National Bank of foreign economic activity on provision by Fund to subjects of small business and private entrepreneurship, farms of non-paid financial assistance for:

developments of domestic brands of export-oriented products, promotion of export deliveries, including payment of necessary licenses, permissions, certificates according to the legislation of foreign countries, and also the registration fees and other payments connected with participation of subjects of small business, private entrepreneurship and farms in the international tenders;

participations in foreign exhibitions and fairs with the conclusion of export contracts, providing entry into the new markets and export of new types of products.

4-1. Determine that the Fund has the right:

enter, according to the legislation, into the list of founders (members) of the small business entities which do not have the sufficient capital for the self-produced organization of export-oriented products with the subsequent realization of share of Fund for market value within two years since the beginning of production and delivery of finished goods to export;

give financial support to subjects of small business, private entrepreneurship and farms by compensation of part of the costs connected with upgrade and expansion of production, involvement of foreign specialists for the purpose of bringing level of design of products to international standards and conclusion of domestic production to the foreign markets by it taking into account its demand abroad. Providing financial support is performed by Fund on the terms of subsequent compensation to Fund of these costs from small business entities and farms.

5. Exempt Fund of support of export of subjects of small business and private entrepreneurship, including its territorial branches, for up to January 1, 2019 from payment of all types of tax, charges, duties and obligatory contributions to the state trust funds, except for single social payment.

7. To National Bank of foreign economic activity, Chamber of Commerce and Industry, Council of farmers of Uzbekistan together with subjects of small business and private entrepreneurship in two weeks to perform necessary measures for holding organizational meeting of founders of Fund, approval of its charter and forming of Council of Fund. To council of Fund in a month:

together with the Ministry of Justice of the Republic of Uzbekistan to perform in accordance with the established procedure state registration of Fund of support of export of subjects of small business and private entrepreneurship;

approve structures of executive directorate of Fund and its territorial branches, provide completion of personnel of Fund by highly qualified specialists in spheres of marketing, the foreign trade transactions and international law;
