1. Approve the enclosed Standard regulations on commission of experts on temporary export of cultural values.

2. To provide to committee on culture of the Ministry of Culture and information of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) in accordance with the established procedure official publication of this order;

3) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;

4) bringing this order to data of local executive bodies of areas, cities of republican value and capital.

3. This order becomes effective from the date of its first official publication.

Standard regulations on commission of experts on temporary export of cultural values

1. This Standard regulations on commission of experts on temporary export of cultural values are developed according to the subitem 23) of article 7 of the Law of the Republic of Kazakhstan of December 15, 2006 "About culture" (further - the Standard provision) and determine the status and powers of commission of experts.

2. According to the subitem 6) of article 8 of the Law of the Republic of Kazakhstan of December 15, 2006 "About culture" local executive bodies of area, city of republican value and the capital (further - local executive body) create commission of experts on temporary export of cultural values (further - commission of experts) and approve regulations on it.

Scientists and highly qualified specialists in areas shall be part of commission of experts: archeology and paleontology, ethnography, national applied art, philately, numismatics, heraldry, musical instruments, book and printing (manuscripts), fine arts.

The regulations on commission of experts on temporary export of cultural values (further - provision) are developed based on this Standard provision.

3. In the Provision are determined:

1) the main objectives of commission of experts by determination of cultural values, authenticity and condition of the objects which are exported out of limits of the Republic of Kazakhstan and returned after temporary export to the Republic of Kazakhstan.

2) functions of commission of experts on conducting examination of the objects declared to temporary export out of limits of the Republic of Kazakhstan and returned after temporary export to the Republic of Kazakhstan.

3) status and powers of commission of experts.

4. In the Provision the organization of activities of commission of experts with indication of methods, terms and result of examination is specified.

5. It is necessary to provide form of the expert opinion according to appendix to this Standard provision in the Provision.

6. The commission of experts in the activities shall be guided by the Constitution, the legislation in the field of culture and this Standard provision.

7. In the Provision the additional data concerning activities of commission of experts can be specified.
