Rules of implementation of monitoring of education system;

2. Realization of the powers following from this resolution is performed within the number of workers of the interested federal executive bodies, and also budgetary appropriations provided to the corresponding federal executive bodies in the federal budget for the corresponding year on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

3. This resolution becomes effective since September 1, 2013 and is effective till September 1, 2028.

Rules of implementation of monitoring of education system

1. These rules establish procedure of monitoring of education system (further - monitoring), including procedure of accreditation monitoring and use of its results.

2. Monitoring is performed for the purpose of information support of development and realization of state policy of the Russian Federation in the field of education, continuous systems analysis and assessment of condition and perspectives of development of education (including regarding efficiency of organization activity, performing educational activities), strengthenings of effectiveness of functioning of educational system due to improvement of quality of the management decisions made for it, and also for the purpose of identification of violation of requirements of the legislation on education.

Within monitoring accreditation monitoring which subject is the systematic standardized observation of accomplishment by the organizations performing educational activities, accreditation indicators is carried out. The organization of monitoring is performed within the competence by the Ministry of Public Education of the Russian Federation, the Ministry of science and the higher education of the Russian Federation, Federal Service for Supervision in Education and Science, other federal state bodies having the organizations performing educational activities in the maintaining (further - public authorities), the executive bodies of subjects of the Russian Federation exercising public administration in the field of education (further - executive bodies of subjects of the Russian Federation), and the local government bodies exercising control in the field of education (further - local government bodies).

Indicators of monitoring and technique of their calculation are determined according to the established sphere of maintaining by the Ministry of Public Education of the Russian Federation, the Ministry of science and the higher education of the Russian Federation and Federal Service for Supervision in Education and Science according to the list of obligatory information on the education system which is subject to monitoring, the approved order of the Government of the Russian Federation of August 5, 2013 No. 662 "About implementation of monitoring of education system", except for indicators of monitoring and technique of their calculation regarding information provided by subitems "b", "d" - Item 10 of the specified list.

Collection, processing and information analysis when carrying out monitoring regarding quality control of education and identification of violation of requirements of the legislation on education in the Russian Federation are performed by Federal Service for Supervision in Education and Science.

Collection and processing when carrying out monitoring of information provided by the subitem "b" of Item 10 of the list specified in the paragraph the second item 4 of these rules and also the organization of carrying out national and international researches of quality of education, other similar estimative actions are performed by Federal Service for Supervision in Education and Science. The analysis of the specified information when carrying out monitoring is performed jointly by Federal Service for Supervision in Education and Science, the Ministry of Public Education of the Russian Federation and the Ministry of science and the higher education of the Russian Federation.

Monitoring of the organizations subordinated to the Government of the Russian Federation performing educational activities for educational programs of the higher education and the corresponding additional professional education performs the Ministry of science and the higher education of the Russian Federation in the established sphere of maintaining.
