About creation and the organization of functioning of the multimodal center of logistics in the Namangan region

For the purpose of enhancement of transport and logistic infrastructure of the Fergana Valley according to modern requirements, further expansion of cooperation bonds between subjects of business activity, growth in volumes of cargo transportation and creating favorable conditions for timely and uninterrupted cargo delivery, and also effective use of railway infrastructure of the region the Cabinet of Ministers decides:

1. Accept offers of the Ministry of Economics, the Ministry of Finance, the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan and GAZhK "Uzbekiston Temir Yullar":

about creation of the multimodal center of logistics Center of Logistics of Fathers Unitary Enterprise under GAZhK" Uzbekiston temir yullar" with bringing amounts of load handling to 4,0 of one million tons per year;

about the organization of interconnected transportation process by different types of transport connection, including on the basis of effective use of the park of vehicles of Center of Logistics Angren Ltd for carriages of goods through the pass of Kamchik.

2. Determine the main objectives and activities Center of Logistics of Fathers Unitary Enterprise:

providing the single multimodal scheme of delivery of cargo to the territories of the Fergana Valley with complete agreement with Center of Logistics Angren Ltd with use of specialized stations of the Fergana regional rail junction;

forming of effective logistic network for satisfaction of needs of subjects of business activity on rendering transport and logistic and forwarding services, and also development of optimum schemes of carriages of goods (optimum logistics chains).

3. Approve the Package of measures for creation of infrastructure of the multimodal center of logistics of "Fathers" according to appendix.

4. Agree with the offer of GAZhK "Uzbekiston Temir Yullar" on use of storage facilities of the Fergana regional rail junction with capacity of simultaneous storage of 91,7 of one thousand tons of loads, with specialization of stations:

Kakir - for storage of coal, construction materials and timber cargoes, Kokand - mineral fertilizers and consumer goods, Margilan - for containerized cargoes (The Fergana region);

Raustan - for storage of containerized cargoes of coal and construction materials (The Namangan region);

"Akhtach" - for storage of containerized cargoes of coal and construction materials (The Andijan region)

5. Center of Logistics Angren Ltd and Center of Logistics of Fathers Unitary Enterprise according to requests of the ministries, departments and bodies of economic board annually till December 1 to create forecast amounts of transportations through the pass of Kamchik taking into account determination of the nomenclature of loads and schemes of their transportation in the direction in/from the Fergana Valley.

6. GAZhK "Uzbekiston Temir Yullar" together with Center of Logistics Angren Ltd to establish single transportation delivery charge of loads according to the single carriage document from station of origin to station of destination with providing GAZhK "Uzbekiston Temir Yullar" of safety of loads on all extent of transportations.

7. Determine:

the general customer on construction of infrastructure of the multimodal center of logistics of "Fathers" - directorate on capital construction of GAZhK "Uzbekiston Temir Yullar";

the general project organization - JSC Boshtransloyikha;

terms of the beginning and the termination of construction - 2013;

starting date of functioning of the multimodal center of logistics of "Fathers" - on January 1, 2014;

sources of financing of construction of infrastructure of the multimodal center of logistics of "Fathers" - own means of GAZhK "Uzbekiston Temir Yullar".

8. Permit to perform GAZhK "Uzbekiston Temir Yullar":

construction of infrastructure of the multimodal center of logistics of "Fathers" till August 1, 2013 along with development of the working project with the approved part of the main technical and economic indicators and working documentation;

the choice of the subcontract organizations on the basis of competitive selection.

9. To provide to the Ministry of Economics of the Republic of Uzbekistan, JSC Uzmetkombinat, JSC Uzstroymaterialy and NHK "Uzbekneftegaz" according to requests of GAZhK "Uzbekiston Temir Yullar" and SAC of Uzavtoyul of delivery at regulated prices of metal rolling, cement and fuels and lubricants for construction of the multimodal center of logistics of "Fathers" on the basis of direct agreements.

10. Exempt within construction of the multimodal center of logistics of "Fathers" for up to January 1, 2014:

from customs payments (except customs fees) the goods which are not made in the Republic of Uzbekistan, imported according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan;

from the value added tax amounts of attended operations (services).

11. Exempt Center of Logistics of Fathers Unitary Enterprise for up to January 1, 2020 from payment of all types of tax, obligatory contributions to the state trust funds.

12. In a month to provide to khokimiyat of the Namangan region in the procedure established by the legislation withdrawal of the parcels of land under construction of the multimodal center of logistics of "Fathers", access automobile and railway tracks.

13. GAZhK "Uzbekiston Temir Yullar" together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments in a month:

make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution;

bring regulatory legal acts into accord with this resolution.

14. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoyev.
