The government of the Russian Federation decides:

1. Approve the enclosed Rules of conducting check of compliance of persons applying for receipt of the certificates allowing to perform functions of crew members of the civil aircraft, except for the extralight piloted civil aircraft weighing design of 115 kilograms and less, the pilotless civil aircraft with the maximum take-off weight of 30 kilograms and less, the employees on ensuring flights of civil aviation, function on maintenance of aircrafts and dispatching servicing of air traffic, requirements of federal aviation rules and also issues of such certificates to persons from among specialists of aviation personnel of civil aviation.

2. Determine that realization by authorized body in the field of civil aviation of the powers provided by the Rules approved by this resolution is performed within the limiting Russian Federation established by the Government of number and the salary fund of employees of central office and territorial authorities of federal executive bodies, and also budgetary appropriations provided by it in the federal budget on management and management in the field of the established functions.

3. This resolution becomes effective after 180 days after day of its official publication.

I. General provisions

1. These rules establish procedure for conducting check of compliance of persons applying for receipt of the certificates allowing to perform functions of crew members of the civil aircraft, except for the extralight piloted civil aircraft weighing design of 115 kilograms and less, the pilotless civil aircraft with the maximum take-off weight of 30 kilograms and less, the employees on ensuring flights of civil aviation, function on maintenance of aircrafts and dispatching servicing of air traffic, requirements of federal aviation rules and also issues of such certificates (further - the certificate).

2. Types (name) of certificates are established by federal aviation rules.

3. Certificates are granted by Federal Air Transport Agency (further - body for issue of certificates) to persons who had training according to the programs of preparation approved according to article 54 of the Air code of the Russian Federation and check of compliance of their knowledge, skills, experience, age and state of health to requirements of federal aviation rules.

4. The form of the certificate conforms to requirements imposed to the protected printed material of level "B".

II. Procedure for conducting check of candidates for receipt of certificates
