About approval of the program of upgrade, technical and technology modernization of the companies of the coal industry and its balanced development for 2013-2018

For the purpose of the further sustainable and balanced development of the coal industry for the realization account of priority investment projects, expansion of resource base, safety of conducting mining operations, training of specialists for the companies of industry directed to satisfaction of the growing need of industries of economy and the population for coal products, the Cabinet of Ministers decides:

1. Approve the Program of upgrade, technical and technology modernization of the companies of the coal industry and its balanced development developed SAC of Uzbekenergo, JSC Uzbekugol together with the Ministry of Economics, the Ministry of Finance and Goskomgeologiya of the Republic of Uzbekistan for 2013 - 2018 (further - the Program) providing:

implementation of investment projects on upgrade, technical and technology modernization of the companies of coal industry for 2013 - 2018, according to appendix No. 1;

approval of forecast parameters of the exploration works on coal performed by Goskomgeologiya's companies of the Republic of Uzbekistan according to appendix No. 2;

realization of priority actions on safety and stability of boards of Angrensky coal mine, according to appendix No. 3;

training of specialists for 2013 - 2018 for the companies of coal industry, according to appendix No. 4;

ensuring target parameters of amounts of overburden works, coal productions, including open and underground by methods, and also production of passing minerals according to appendix No. 5.

2. For the purpose of ensuring efficient control of implementation of investment projects, monitoring of the course of accomplishment of the Program and timely achievement of target parameters to create interdepartmental group in structure according to appendix No. 6.

3. Determine the main objectives of Interdepartmental group on control of program implementation:

increase in technological level and production efficiency, implementation of modern highly effective technologies and automated control systems, assistance of timely implementation of the priority investment projects in coal industry directed to expansion acting and construction of new production capacities;

organization of effective productive activity of JSC Uzbekugol, rational use of financial and material resources, and also strengthening of personnel capacity of the companies of coal industry;

timely and high-quality accomplishment of the actions aimed at providing requirements of industrial safety when conducting mining operations;

the balanced development of coal industry in the medium and long term, annual achievement of target parameters on overburden works and coal mining with interface of requirement of industries of economy and the population.

4. To JSC Uzbekugol, Uztyazhneftegazkhimproyekt institute of the Ministry of Economics of the Republic of Uzbekistan, Ugolproyekt LLC:

together with the interested ministries and departments to provide timely development, approval and approval of the project documentation, and also projects implementation, included in appendix No. 1 to this resolution;

attract, if necessary, to development of the project documentation the leading foreign specialized design institutes.

5. Resolve JSC Uzbekugol, according to the procedure of exception, sign direct contracts directly with the manufacturing plants or their official dealers determined on the basis of competitive selection on acquisition of mining-transport and processing equipment, motor transport, the equipment, spare parts and materials for implementation of the investment projects included in appendix No. 1 to this resolution with obligatory conducting pre-shipment inspection.

6. In accordance with the established procedure to issue to the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan the conclusions under the contracts signed for implementation of the investment projects included in appendix No. 1 to this resolution.

7. Determine program implementation financing sources fund of modernization and upgrade of coal industry, own means of JSC Uzbekugol, and also the credits of commercial banks.

8. Annually when forming the Investing program of the Republic of Uzbekistan to provide to the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan inclusion in it of the investment projects provided in appendix No. 1 to this resolution.

9. Goskomgeologiya, to the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan to provide inclusion in the annual program of exploration works the exploration works on coal provided in appendix No. 3 to this resolution.

10. To provide to Gosarkhitektstroy of the Republic of Uzbekistan conducting state examination of the design estimates and proper state architectural and construction supervision of quality project and installation and construction works.

11. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
