About approval of Strategy in consumer protection for 2013-2020
For providing the purposes of the Program of the Government of the Republic of Moldova "European integration: Freedom, Democracy, the Welfare" for 2013-2014 DECIDES: the Government
Strategy in consumer protection for 2013-2020, according to appendix No. 1;
The action plan for the second period (2017-2020) on strategy implementation in the field of consumer protection for 2013-2020, according to appendix No. 2.
2. To the ministries, other central administrative authorities:
represent annually, till January 31, to the Ministry of Economics information on implementation of the specified Action plan;
provide within competences and at the expense of the means approved by the law on the government budget for the corresponding year and also from other sources provided by the current legislation, realization of provisions of the specified Action plan.
3. Recommend to bodies of local public authority to approve territorial action plans on strategy implementation in the field of consumer protection for 2013-2020 and to provide necessary conditions for realization provided in the Action plan.
4. To the Ministry of Economics represent to the Government annually, till March 1, the report on strategy implementation in the field of consumer protection for 2013-2020.
5. To impose control over the implementation of this Resolution on the Ministry of Economics.
6. Declare invalid the Order of the Government No. 5 of January 14, 2008. "About approval of National strategy in consumer protection for 2008-2012" (The official monitor of the Republic of Moldova, 2008, Art. No. 14-15, 76).

On the other hand, the separate accent in consumer protection is put on safety of products and services, including to that stage as they will become subject of the transaction between the consumer and the entrepreneur. In this case the role of the consumer is auxiliary as the majority of actions are carried out by supervision bodies behind the market by interaction, first of all, with business entities. In this sense, achievement of balance between protection of consumer interests and decrease to minimum of the tasks assigned to business environment is essential to effective system of supervision of the market. In particular, the most effective systems put the greatest emphasis on prevention of negative situations, than on punishment for violations.
