Approve the enclosed Rules of use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically".

2. Determine that access with use of the Internet to information containing in the state and municipal information systems is provided only to the users of information who underwent authorization in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically", in the following cases:

a) when the legislation of the Russian Federation on taxes and fees provides collection of charges for provision of information;

b) in case of gaining access to information which is not relating to:

to the regulatory legal acts affecting the rights, freedoms and obligations of man and citizen, and also establishing legal status of the organizations and power of state bodies, local government bodies;

information on state of environment;

information on activities of state bodies and local government bodies (including the information created within the powers by state bodies, their territorial authorities, local government bodies or which arrived in the specified bodies and the organizations), and also about use of budgetary funds (except for the data which are the state or official secret);

information accumulated in open-end funds of libraries, museums, and also in the state, municipal and other information systems created or intended for providing citizens (physical persons) and organizations with such information;

information containing in archive documents of archive funds (except for data and documents, access to which is limited by the legislation of the Russian Federation);

other information, inadmissibility of access restriction to which is established by the Federal Laws.

3. Determine that federal executive bodies, executive bodies of subjects of the Russian Federation and other state bodies formed in accordance with the legislation of the Russian Federation, the legislation of subjects of the Russian Federation, placing information in the state information systems the local government bodies placing information in municipal information systems provide access to it to users of information with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" only in the cases specified in Item 2 of this resolution.
