1. Approve and enact since September 1, 2013:

The list of categories of persons having the right to preferential providing with medicines in case of out-patient treatment according to appendix No. 1;

Regulations on procedure for preferential ensuring separate categories of persons with medicines in case of out-patient treatment, according to appendix No. 2.

2. To provide to the Ministry of Health of the Republic of Uzbekistan:

finishing by the approved this resolution of the List and the Provision to data of medical institutions of the state health care system and pharmaceutical institutions;

in a month together with the Ministry of Finance approval of the list of the medicines intended for preferential providing in case of out-patient treatment and also reduction of departmental regulatory legal acts in compliance with this resolution;

 control of observance of the state health care system by medical institutions and drugstores of requirements of this resolution.

3.  No. 185 is excluded according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 06.04.2017

Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

The list of categories of persons having the right to preferential providing with medicines in case of out-patient treatment

1. Patients with oncological diseases.

2. TB patients.

3. Patients with leprosy.

4. Patients with endocrinological diseases (sugar and not diabetes).

5. Patients with mental diseases.

6. HIV-positive people.

7. Persons who underwent operation on prosthetics of the valve of heart and organ transplantation.

8. The patients receiving program hemodialysis.

9. The lonely pensioners needing foreign leaving.

10. Persons which became disabled people owing to war of 1941 - 1945, participants of war, and also persons equated to them.

11. Members of the labor front in the years of war of 1941 - 1945.

12. Persons with disability from among persons who were taking part in liquidation of the Chernobyl accident.

13. Soldiers internationalists.

14. The persons of retirement age passing military service on nuclear test sites and other radiation and nuclear objects.

Regulations on procedure for preferential ensuring separate categories of persons with medicines in case of out-patient treatment

I. General provisions

1. This Provision according to the laws of the Republic of Uzbekistan "About protection of public health" and "About medicines and pharmaceutical activities" determines procedure for preferential ensuring separate categories of persons with medicines in case of out-patient treatment in out-patient and polyclinic organizations of the state health care system.

2. In case of out-patient treatment persons according to the list approved by the Cabinet of Ministers of the Republic of Uzbekistan have the right to preferential providing with medicines.

3. Preferential ensuring separate categories of persons with medicines in case of out-patient treatment (further - patients) is performed by issue of medicines through out-patient and polyclinic organizations, or by their leave through drugstores.

4. Preferential issue of medicines to patients is made free of charge on appointments of attending physicians in out-patient and polyclinic organization in which the patient undergoes treatment in out-patient procedure.

5. Preferential leave of medicines by the patient is made by drugstores free of charge based on the recipe of the preferential leave (further - the recipe) which is written out by the attending physician of out-patient and polyclinic organization in which the patient undergoes treatment in out-patient procedure.

6. The list of the medicines intended for preferential providing in case of out-patient treatment is determined by the Ministry of Health together with the Ministry of Finance of the Republic of Uzbekistan.

II. Procedure for preferential issue of medicines

7. The medicines intended for preferential issue to the patients attached to out-patient and polyclinic organizations for medical attendance are issued by the responsible person determined by the order of the head of this organization.

8. Preferential issue of medicines is made based on requirements for the form established for accounting of medicines according to appointments of attending physicians.

9. The requirement is written out by the responsible person based on the document (documents) confirming the right to preferential providing with medicines in case of out-patient treatment.

The requirement is written out in duplicate with indication of trade name of medicine, type of packaging, packing, etc. The requirement shall be signed by the head of out-patient and polyclinic organization or its deputy and is certified by round stamp. The first copy of the requirement (with the receipt of the responsible person on receipt of medicines) remains in drugstore of out-patient and polyclinic organization, and the second copy - returns to the responsible person after receipt of medicines by it.

10. After receipt of medicines the responsible person issues them to the patient under list in the special magazine.
