About measures for effective use of grants of the Government of Japan for the organization of training of representatives of the Republic of Uzbekistan

1. Accept government proposal of Japan about the organization of training of representatives of the Republic of Uzbekistan in magistracy of leading universities of Japan (further - the project).

Take into consideration that selection of candidates for training will be performed by the Japanese Agency of international cooperation, the Japanese Center of international cooperation, the Ministry of the higher and secondary vocational education and the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan.

2. Authorize the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov to sign Exchange notes and the Grant Agreement on behalf of the Government of the Republic of Uzbekistan.

3. Assign on:

The ministry of the higher and secondary vocational education of the Republic of Uzbekistan and the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan - registration, in coordination with the Japanese side, all procedures for obtaining and servicing of grants within project implementation;

 National Bank of foreign economic activity of the Republic of Uzbekistan - settlement servicing of grants;

Central Bank of the Republic of Uzbekistan - ensuring converting of commission expenses of the Japanese side for settlement servicing of grants.

4. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan to perform payment of commission expenses to the Japanese side for settlement servicing of grants by fund of development of the highest educational institutions.

5. To the Ministry of Foreign Affairs of the Republic of Uzbekistan according to requests of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to provide in accordance with the established procedure execution of entrance visas to the foreign specialists participating in project implementation without collection of consular and other fees.

6. To provide to the Ministry of Internal Affairs of the Republic of Uzbekistan according to requests of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan issue and prolongation of visas, and also temporary registration and prolongation of temporary registration at the place of residence of the foreign specialists participating in project implementation without collection of the state fees.

7. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan together with the interested ministries and departments:

render assistance in nostrification of education documents and employment of the specialists from Uzbekistan who were trained in Japan within project implementation;

perform permanent monitoring of their labor activity.

8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.
