About realization of the main directions of integration

Having taken into consideration the report of the Chairman of Board of the Eurasian economic commission Khristenko V. B. on realization of the main directions of integration the Supreme Eurasian economic council at the level of heads of states solved:

1. To provide to the governments of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation and Eurasian economic commission carrying out codification of the international treaties constituting the contractual legal base of the Customs union and the Common economic space, and preparation on this basis of the draft agreement about the Eurasian Economic Union.

2. To the governments of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation together with the Eurasian economic commission to complete preparation of the draft agreement about the Eurasian Economic Union by May 1, 2014.

3. To the governments of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation and Eurasian economic commission to consider till May 1, 2013 the directions of further development of integration processes, and in particular:

completion of forming of single commodity market, services, the capitals and labor power, including complete liquidation of the remained barriers on the way of their free movement;

ensuring harmonization of the legislation for the purpose of effective functioning of the Eurasian Economic Union;

carrying out in key areas of the economy approved, and in need of single policy;

forming of the integrated infrastructure in all spheres of economy;

organization of the Eurasian Economic Union as the international organization allocated with necessary legal personality;

realization of other measures necessary for effective functioning of the Eurasian Economic Union.

4. To provide to the governments of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation and Eurasian economic commission further enhancement of customs regulation in the Customs union, including forming of the main directions of enhancement of customs administration till 2015 and introduction of amendments to the Customs Code of the Customs Union.
