1. Approve Regulations on procedure for appointment and payment of compensation of fare to employees of service of the public assistance at home, and also to teachers of comprehensive schools for training at home of handicapped children, according to appendix.

2. This resolution becomes effective from the date of its official publication.

Chapter I. Amount of compensation

1. The amount of monthly compensation of fare to employees of service of the public assistance at home, and also to teachers of comprehensive schools for training at home of children is established in the amount of 100 percent from minimum wage.

Chapter II. Purpose of compensation

2. Compensation is appointed:

to social employees of the district (city) centers of assistance of employment and social protection of the population, busy servicing of the lonely citizens needing foreign home care (further - social workers);

to teachers of comprehensive schools, including boarding schools of all types, training at home children (further - teachers of schools).

3. Purpose of compensation is made:

to social workers - proceeding from actually fulfilled monthly regulation of working hours;

to teachers of schools - 100 percent from minimum wage on one student at home if the distance from school to the residence of the student makes at least 1,5 of kilometers.

In case of attachment for one student of several teachers, compensation for each of them is appointed in proportion shares of the class periods which are actually monthly carried out by them in total quantity of class periods according to the established curriculum for students at home.

At the same time the total amount of compensation for one social employee or the teacher of school shall not exceed 100 percent from minimum wage.

4. The list of the children who are subject to training at home and also their attachment behind school affirms district (city) department of methodical providing and the organization of activities of organizations of national education.

At the same time the attachment of the children who are subject to training at home is performed only to those schools on which microsite they live.

5. The basis for purpose of compensation is:

for social workers - the order of the director of the district (city) center of assistance of employment and social protection of the population on fixing to the social worker of lonely citizens;

for teachers of schools - the order of the principal.

Chapter III. Compensation payment

6. Payment of compensation is made for the expired month along with salary payment for the second half of month, according to the separate sheet.

7. For the period findings of social workers and teachers of schools on leave, and also for the period temporary disability, compensation is not paid.

Chapter IV. Final provisions

8. According to Item 8 parts two of article 171 of the Tax Code of the Republic of Uzbekistan (Collection of the legislation of the Republic of Uzbekistan, 2007, No. 52 (II)) compensation within the size established in Item of 1 this provision is not considered as the income of social workers and teachers of schools and is not subject to taxation on the income of physical persons, single social payment and insurance premiums of citizens.

9. Expenses on payment of compensation are made at the expense of the means of the Government budget provided in expense budgets of state-financed organizations.
