For the purpose of increase in efficiency of implementation of comprehensive programs on implementation of modern information and telecommunication technologies, decides creations of conditions on material stimulation of staff employees of specialized structural divisions of the ministries, departments and other organizations responsible for implementation and development of modern information and communication technologies, the Cabinet of Ministers:

1. Approve:

The standard provision "About Material Stimulation of Staff Employees of Specialized Structural Divisions of the Ministries, Departments and Other Organizations Responsible for Implementation and Development of Modern Information and Communication Technologies", according to appendix No. 2.

2. To coordination council on development of computerization and information and communication technologies to approve in a month:

structure of the Interdepartmental commission on selection of priority projects on implementation and development of information and communication technologies for forming of the state order;

the questionnaire on certification of staff employees of specialized structural divisions of the ministries, departments and other organizations responsible for implementation and development of modern information and communication technologies, according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 27, 2011 No. 289 "About additional measures for advanced training and skills of employees of bodies of the public and economic board, the government on places and procedure for carrying out their certification for use in operation of the computer equipment and information and communication technologies".

3. To the ministry of development of information technologies and communications:

in two weeks to develop and direct to all state governing bodies methodical instructions for preparation of offers for inclusion in the state order to projects implementation on implementation and development of information and communication technologies;

in a month to develop and approve in accordance with the established procedure the schedule of training and advanced training of staff employees of specialized structural divisions of the ministries, departments and other organizations responsible for implementation and development of modern information and communication technologies;

on regular basis to hear reports of heads of specialized structural divisions of the state governing bodies responsible for implementation and development of modern information and communication technologies, on results of the taken measures for timely and high-quality accomplishment of the tasks assigned to them.

4. To the ministries, state committees, agencies, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent and other state bodies:

a) Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 20.11.2017 No. 925

b) till July 1, 2013 together with the State committee of communication, informatization and telecommunication technologies to take measures for personnel recruitment, taking into account criteria of establishment of allowances for implementation and development of modern information and communication technologies, meaning:

compliance to requirements for the level of the computer literacy established for staff employees of specialized divisions by results of the carried-out certification in accordance with the established procedure;

forming, implementation and development of departmental information resources and databases, timely implementation of interactive state services to legal entities and physical persons, complexes of the information systems integrated within the National information system;

ensuring effective use of information systems, including electronic document management systems, taking into account ensuring increase in share of paperless document flow;

timely and high-quality accomplishment of the tasks provided in the state and departmental programs of implementation and development of information and communication technologies;

information security support, smooth functioning of information and communication infrastructure.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic Complex Uzbekistan head concerning information systems and telecommunications and the chairman of the State committee of communication, informatization and telecommunication technologies H.M.Mirzakhidov.
