About measures for further cardinal improvement of business environment and provision of bigger freedom to entrepreneurship

Note that in recent years in Uzbekistan the wide package of measures for consecutive promotion on the way of deepening of market reforms and liberalization of economy, to improvement of business environment, competition development, stimulation of the accelerated development of small business and private entrepreneurship is accepted.

Within realization of adopted agenda of measures for deepening and expansion of scales of reforms in economy of Uzbekistan for 2011-2015 only within the last year specific measures for provision of bigger freedom to entrepreneurship, providing priority and strengthening of legal protection of private property, reducing intervention of the state and monitoring bodies in financial and economic activities of the companies are implemented.

At the legislative level the principle of priority of the rights of entrepreneurs in relations of subjects of entrepreneurship with the state, law enforcement and monitoring bodies is entered.

Procedures of registration of subjects of entrepreneurship, connection them to engineering and communication networks, customs clearance of export goods are significantly simplified and reduced the price. The procedure prohibiting conducting scheduled tax audits of subjects of small business within three years from the moment of their registration is entered. New more committed, open and transparent mechanism of public procurements in case of which preference is given to subjects of small business is established. Step-by-step transfer of all subjects of small business and private entrepreneurship into electronic system of delivery of the tax and financial reporting began.

At the republican and regional levels the system of quarterly indicators of assessment of scales of liberalization and upgrade of economy, forming level in the country of business climate is entered.

As a result in comparison with 2000 the share of small business in gross domestic product increased from 31 up to 54 percent, number occupied in this sphere, increased for this period more than twice and falls to its share "over 75,1 of percent occupied in economy industries. Now in the non-state sector 82,5 of % of GDP, 91% of industrial output and almost all products of agricultural industry is created.

At the same time, the current state of business environment, business condition not fully meet the requirements and the principles of free market economy, the commonly accepted international standards and standards. For the purpose of cardinal improvement of business environment, creation of optimum conditions for implementation of business activity, reducing, simplification and increase in level of transparency of all types of the procedures connected with activities of the companies, implementations of the commonly accepted system of criteria for evaluation of conditions of business in world practice and on this basis of further increase in the international rating of level of the business and investment climate of the country:

1. Take into consideration that the Ministries of Economics and finance, the Central bank of the Republic of Uzbekistan together with the interested departments and structures according to the report generation technique accepted by the World Bank and its division the International Finance Corporation "Business" carry out lot of work on factor analysis of condition of business environment and introduction of the estimative criteria and indicators determining country rating.

2. Determine the most important tasks of the present stage of further deepening of market reforms and liberalizations of economy:

cardinal improvement of business climate in the country, creation of even more favorable conditions for the accelerated development of business activity, increase in share of private property in development of economy due to enhancement of the legislation directed to strengthening of protection of the rights of entrepreneurs, further liquidation of bureaucratic barriers, reducing and simplification of the registering and allowing procedures, enhancement of tax and customs administration, system of accounting and the reporting;

widespread introduction of the commonly accepted international criteria for evaluation of conditions of business in world practice and achievement of high rates in estimates of the leading international financial and economic and rating organizations;

further deepening of the competition in the domestic market, creation for all subjects of entrepreneurship, irrespective of patterns of ownership and the organization of their activities, equal conditions of business, broad access on the market principles to material and raw and credit resources, participation in public procurements, tenders on sales of products and implementation of contract works;
