RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

of January 27, 2004 No. 78

About procedure for passing of military and special charges

(as amended on 10-08-2023)

1. Approve Regulations on procedure for passing of military and special charges it (is applied).

2. To the Ministry of Defence till February 1, 2004 to bring the regulatory legal acts into accord with this resolution.

3. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of July 22, 1993 No. 494 "About approval of the Regulations on passing of charges by persons liable for call-up".

4. This resolution becomes effective from the date of its official publication.

Regulations on procedure for passing of military and special charges

Chapter 1. General provisions

1. Are determined by this Provision:

purpose and tasks of military and special charges;

procedure for the notification, appeal and sending persons liable for call-up to the venue of charges;

procedure for the organization and carrying out military and special charges;

the rights and obligations of the persons liable for call-up called on military and special charges.

2. Main objective of military and special charges is increase in combat and mobilization readiness of Armed Forces of the Republic of Belarus (further - Armed Forces), other troops and military forming (further - other military forming), and also liquidation of emergency situations of natural and technogenic nature (further - liquidation of emergency situations).

Carrying out military and special charges in other purposes is not allowed.

3. On solvable tasks military charges are subdivided on:

3.1. training sessions:

as a part of bodies of military management (governing bodies), military units and divisions, the organizations of Armed Forces and military commissariats (further, unless otherwise specified, – military unit) on established military posts on which persons liable for call-up are intended for passing of military service in peace and (or) wartime (further – training sessions of assigned structure);

on training of persons liable for call-up on military specialties;

on servicing of arms, military equipment and other appliances of emergency ration with their simultaneous studying (further – training sessions on servicing of the equipment of emergency ration);

3.2. charges on check of mobilization readiness of military units and other military forming (further – checking charges).

4. The following terms of passing by persons liable for call-up of military and special charges are established:

training sessions of assigned structure – up to 25 days;

training sessions on training of persons liable for call-up on military specialties – up to 60 days;

training sessions on servicing of the equipment of emergency ration – up to 25 days;

checking charges – up to 60 days;

special charges – up to two months.

5. Planning and the organization of military and special charges with persons liable for call-up is assigned to the Ministry of Defence, other state bodies in which the military service, regional executive committees (The Minsk Gorispolkom) is provided.

State bodies in which the military service is provided and regional executive committees (The Minsk Gorispolkom) annually till September 1 represent to the Ministry of Defence of the offer on carrying out military and special charges according to the procedure, established by the Ministry of Defence.

The procedure for appeal and sending persons liable for call-up for charges, the direct organization and carrying out charges in bodies of military management (local executive and administrative organs), military units (forming) is determined by the Ministry of Defence, and in the part concerning the persons liable for call-up consisting in inventory of the state security agencies – Committee for State Security.

6. Terms of carrying out military and special charges and management of Committee for State Security across Minsk and the Minsk region (further – UKGB on areas) bring military commissariats, managements of Committee for State Security on areas to local executive and administrative organs and heads of the organizations in the part concerning them.

7. No. 525 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 10.08.2023

Chapter 2. Appeal of persons liable for call-up on military and special charges

8. The appeal on military or special charges will organize and carries out:

the military commissioner – the persons liable for call-up consisting in inventory of Armed Forces and other military forming (further – inventory);

the chief of UKGB on area – the persons liable for call-up consisting in inventory of the state security agencies.

9. On military and special charges the persons liable for call-up who do not have draft deferments on military service on mobilization are called.

10. The persons liable for call-up who do not have officer ranks can be called on military charges during condition in inventory:

the first category – to five times;

the second category – to three times;

the third category – once.

11. Reserve officers can be called on military charges:

the first category – to ten times;

the second and third categories – to five times.

11-1. Persons liable for call-up can be called on the checking charges which are carried out according to the order of the President of the Republic of Belarus out of the frequency of their appeal established in Items 10 and 11 of this provision.

12. The persons liable for call-up having the general duration of military service 15 and more calendar years during stay in inventory can be called on checking, special and training sessions of assigned structure.

13. The persons liable for call-up who are consisting in inventory of the second category, received preparation on military specialty during passing of military charges are transferred to inventory of the first category.

14. Candidate screen for appeal on military and special charges is carried out by military commissariats, UKGB on areas together with the completed military units, and on charges as a part of governing bodies of territorial defense, military units and divisions of territorial troops (further – territorial troops) – with participation of local executive and administrative organs.

The number of the candidates selected on military and special charges shall provide creation of necessary reserve for task performance on appeal of persons liable for call-up.

During selection persons liable for call-up can be called in military commissariats, UKGB on areas for refining of accounting data.

By results of selection the final decision on appeal of persons liable for call-up on military and special charges is accepted by the military commissioner, the chief of UKGB on area.

For appeal on checking charges candidate screen is not made.
