About the Action program on environmental protection of the Republic of Uzbekistan for 2013 - 2017

For the purpose of further ensuring favorable state of environment and rational use of natural resources, the Cabinet of Ministers decides implementations of ecological bases of sustainable development in economy industry:

 1. Approve the Action program on environmental protection of the Republic of Uzbekistan for 2013 - 2017 and actions for its realization according to appendices No. No. 1 and 2.

 2. Assign to the State committee of the Republic of Uzbekistan on conservation the organization of works and control over the implementation of the Action program for environmental protection of the Republic of Uzbekistan for 2013 - 2017.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the ministries, the state committees, departments - executives in charge of the actions approved by this resolution:

to annually introduce in the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan offers on the actions approved by this resolution for inclusion in the Investing program of the Republic of Uzbekistan;

 develop and realize specific measures for accomplishment of the Action program for environmental protection of the Republic of Uzbekistan for 2013 - 2017.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

The action program on environmental protection of the Republic of Uzbekistan for 2013 - 2017

I. Basic provisions

1. In the Republic of Uzbekistan the fundamental principles of creation of multistructure economy and society in general are the principles of sustainable development in the light of which the optimum combination of macroeconomic planning to nature protection policy, consistently implementable in close integration with policy in social and other spheres became task of paramount importance. Environmental policy of the republic is directed to implementation of transition from protection of separate elements of the nature to general protection of ecological systems, guaranteeing optimum parameters of the habitat of the person and harmonization of interrelation with development mechanisms of industries of economy by the principles of "green economy".

2. By the national plan of action for environmental protection of the Republic of Uzbekistan (NPDOOS, 1998) it was determined main zadachaformirovaniye of general strategy in nature protection activities of the republic for creation of conditions of transition of the country on the way of the sustainable development assuming determination of priority environmental problems, the choice of means of their decision and carrying out the corresponding organizational and specialized transformations.

3. This Program is prepared on the basis of NPDOOS and directed to realization of nature protection actions regarding ecological maintenance of economic reforms in Uzbekistan and creations of conditions for social and economic development and goal achievement of sustainable development of the country.

II. Purposes and tasks of this Program

4. This Program is developed for the purpose of implementation of package of measures for achievement of the guaranteed level of high-quality state of environment, to ensuring rational use of natural resources, enhancement and implementation of effective economic environmental management methods, development of industries of economy taking into account ecology priorities, to creation of the conditions promoting achievement of sustainable development of the country, promotion of ecological science and implementation of education for the purpose of sustainable development, broad promotion of ecological knowledge and also increase in ecological culture.

5. For goal achievement, stipulated in Item 4 these Programs, the solution of tasks is provided:

rational and complex use of natural resources, including water, land, mineral and raw and biological;

step-by-step reducing pollution of the air circle, water and land resources due to implementation of environmentally friendly technologies and enhancement of engineering procedures on production;

enhancement of the mechanism of monitoring of the surrounding environment for regular assessment and creation of the forecast of its sotsialnoekologichesky condition;

realization of package of measures for recovery and improvement of ecological condition in zone of ecological catastrophe - Priaralya and in other ecologically adverse territories of the country;

 providing the population with clear drinking water and improvements of system of sewer networks and treatment facilities in the large cities and settlements;

developments of scientific and technical potential and use of achievements of science and technology in the field of protection of the surrounding environment;

developments and expansions of network of the protected natural territories;

enhancement of the nature protection legislation and normativnometodichesky base in the field of protection of the surrounding environment, ecological education and education for the purpose of sustainable development, and also promotion of ecological knowledge;

further development of regional and international cooperation in the solution of environmental problems.

III. Main directions of implementation of this Program

3.1. Creation of the guaranteed and worthy conditions of the habitat and level of ecological safety for the population and the state

3.2. Ecologization of industries of economy, enhancement of engineering procedures and nature protection activities

3.3. Prevention of environmental pollution by waste of productive and economic activity

3.4. Development of the legislation and normative and methodical base in the field of protection of the surrounding environment and environmental management, ecological education and education for the purpose of sustainable development

3.5. Development of regional and international cooperation in enhancement of nature protection activities and prevention of cross-border pollution of the environment

6. The realization of this Program is enabled in the following five main directions:

creation of the guaranteed and worthy conditions of the habitat and level of ecological safety for the population and the state;

ecologization of industries of economy, enhancement of engineering procedures and nature protection activities;

prevention of environmental pollution by waste of productive and economic activity;

development of the legislation and normative and methodical base in the field of protection of the surrounding environment and environmental management, ecological education and education for the purpose of sustainable development;

development of regional and international cooperation in enhancement of nature protection activities and prevention of cross-border pollution of the environment.

3.1. Creation of the guaranteed and worthy conditions of the habitat and level of ecological safety for the population and the state

7. During creation of the guaranteed and worthy conditions of the habitat and level of ecological safety for the population and the state the main objectives are:

stabilization and recovery of ecosystems in ecologically adverse territories;

decrease in level of environmental pollution by emissions and dumpings of pollutants;

providing population with high-quality drinking water;

providing with reliable information about condition of the surrounding environment;

development and expansion of the protected natural territories.

8. Accomplishment of the main objectives, stipulated in Item the 7th this Program, requires realization of the following events:

ecological improvement of Priaralya by holding forest melioration actions on the drained day of the Aral Sea;

providing the population with high-quality drinking water by development of water supply systems in the large cities and settlements of the Republic of Karakalpakstan and areas;

reduction of emissions of pollutants in the air basin from car - and rail vehicles and dumpings into water resources due to reconstruction of sewer treatment facilities;

expansion existing and development of the new protected natural territories, carrying out inventory count of geological natural monuments, development of actions for preserving population of saigas on the Ustyurt plateau;

assessment of gene pool of flora of Uzbekistan as bases of maintaining the state inventory of flora.

3.2. Ecologization of industries of economy, enhancement of engineering procedures and nature protection activities

9. The main objectives of ecologization of industries of economy, enhancement of engineering procedures and nature protection activities is reduction of impact by the environment and increase in efficiency of rational and complex use of natural resources by upgrade and reconstruction of production enterprises, implementation of environmentally friendly and resource-saving technologies, including renewable energy resources.

10. Accomplishment of the main objectives specified in Item 9 of this Program is performed by realization of the following events:

implementation of ecologically reasonable low-waste technologies on mining and metallurgical production, realization of package of measures for reducing pollution of the environment;

upgrade of the existing technology of obtaining are gray at the companies of gas-chemical complex by method of direct oxidation;

installation construction on utilization of associated gases on objects for oil and gas extraction;

increase in energy efficiency in processes of power generation and emission reduction of pollutants in the atmosphere due to implementation of steam-gas installations on thermal power plants;

implementation of renewable environmentally friendly power sources at the cotton-processing companies, in medical and educational institutions.

3.3. Prevention of environmental pollution by waste of productive and economic activity

11. The main objectives in the field of prevention of environmental pollution by waste of productive and economic activity are:

prevention and liquidation of harmful effects of production and economic and household waste on the environment;

land reclamation;

rehabilitation of burials and polygons with toxic waste;

improvement of ecological situation in the territories of the former uranium mines.

12. For accomplishment of the main objectives specified in Item 11 of this Program realization of the following main events is provided:

improvement of ecological situation in the territory of the former mines of the Namangan and Tashkent regions;

rehabilitation of tailings dams with toxic waste on objects of mining and metallurgical industry;

land reclamation on objects of ore mining and smelting industry in the Navoiy and Bukhara regions and their return to use; improvement of ecological situation by recultivation of lands in places of burial of special polygons of agricultural chemicals and toxic substances;

development of technology for utilization of zoloshlakovy waste at warm power plants;

demercurization of mercury-containing lamps and devices.

3.4. Development of the legislation and normative and methodical base in the field of protection of the surrounding environment and environmental management, ecological education and education for the purpose of sustainable development

13. Development of the legislation and normative and methodical base in the field of conservation and environmental management, ecological education and education for the purpose of sustainable development assumes realization of the following main objectives:

development of the normative legal basis in the field of environmental protection and environmental management;

enhancement of normative and methodical base of environmental management and development of regulatory legal acts for implementation of environmental control;

development and enhancement of system of ecological education and education for the purpose of sustainable development;

increase in ecological culture of the population, broad involvement of different sectors of society in the solution of environmental problems, promotion of ecological knowledge.

14. Realization of the main objectives provided in Item 13 of this Program is performed by accomplishment of the following main events:

development and introduction of the bill "About modification and amendments in the Law of the Republic of Uzbekistan "About protection of atmospheric air";

development of the regulating document by technique of determination of finely divided solid particles (2,5) PM10 and PM in atmospheric air;

development of regulating documents in system of ecological certification;
