According to articles 7 and 16 of the Law of Ukraine "About state regulation of activities in the sphere of transfer of technologies" the Cabinet of Ministers of Ukraine decides:

1. Approve the Order of registration of technologies and their components which are created or acquired for budgetary funds or are created or acquired by the companies of the state pattern of ownership which is applied.

2. To the central executive bodies to bring own regulatory legal acts into accord with this resolution in a month.

The order of registration of technologies and their components which are created or acquired for budgetary funds or are created or acquired by the companies of the state pattern of ownership

1. This Procedure determines the mechanism of implementation of registration of technologies and their components, including such which contain classified or office information (further - technologies) which:

are created or acquired (in parts or in full) at the expense of means of the government budget (further - budgetary funds);

are created or acquired by the companies of the state pattern of ownership;

are offered for registration by subjects (owners) of technologies (further - owners of technologies).

2. The purpose of registration of technologies is systematization and standardization of information on the available technologies which are in state-owned property, assistance to selection and implementation of the latest technologies for release of the knowledge-intensive competitive products and sale of technologies in the domestic and international market.

3. Registration of technology is performed by entering of MON of information on her into the State register of technologies (further - the Register).

The technologies specified in paragraphs second and third Item 1 of this Procedure are subject to obligatory registration from the date of the end of the corresponding works or agreement signature about transfer of technologies in a month, and the technologies specified in paragraph four of Item 1 of this Procedure are registered at the request of owners of technologies.

4. Organizational, methodical and the software of registration of technologies, stipulated in Item 1 this Procedure, MON is performed.

5. For implementation of registration of technology which contains classified or office information, the state company which created or acquired technology, subject of managing which created or acquired technology at the expense of budgetary funds, or the owner of the technology specified in paragraph four of Item of 1 this Procedure (further - the applicant) files or directs the mailing of MON the following documents:

the cover letter in which the name of technology and the list of documents which are attached to it are specified (separately for each technology);

the registration card of technology (further - registration card) filled according to approved by MON form and the instruction for its filling on paper (two copies) and electronic carriers.

The paragraph the fourth is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 27.02.2019 No. 145.

Registration of the technologies containing classified or office information is performed taking into account the features established by the Law of Ukraine "About the state secret", other regulatory legal acts in the sphere of protection of the state secret and regulatory legal acts which determine operating procedure with the material data carriers containing office information.

In case of submission of documents by the authorized person such person shows the original of the corresponding order and submits its copy certified by the applicant.

Responsibility for reliability of data which are specified in the filed documents is born by the applicant.

6. Access to the software which is used for filling of registration card for registration of the technologies containing classified or office information which form is posted on the MON official website together with methodical recommendations about its filling is free.

7. MON within three working days after obtaining from the applicant of the documents specified in Item 5 of this Procedure appropriates to technology which contains classified or office information, the state registration number and enters data on it in the Register about what it does mark in one copy of the registration card filled on paper which in ten-day time returns to the applicant.

Documents which do not meet the established requirements return to the applicant with indication of the reason. The applicant after reduction of documents with the established requirements gives them to compliance repeatedly.

7-1. For implementation of registration of technology which does not contain classified or office information the applicant determines person authorized by it who is responsible for filling of registration card, and reports about such person MON. The applicant can determine several authorized persons.

The authorized person is registered on the MON official website, undergoes the procedure of authorization, gets access to private office of the user of system of remote registration of technologies (further - system) and fills fields of registration card. After filling the registration card goes to MON through private office of the user of system.

Responsibility for reliability of the data specified in registration card is born by the applicant.

7-2. Registration on the MON official website, receipt of access to private office of the user of system, use of private office of the user of system, filling of fields of registration card, receipt of the technical, methodical and information assistance during filling of registration card are free.

7-3. MON within three working days after revenues to check of the filled registration card performs the obtained data and in case of lack of notes assigns to technology the state registration number and enters data on it in the Register.

Registration confirmation of technology in MON is entry in the database and availability of the state registration number.

The registration card which does not conform to the established requirements returns to the applicant through system with indication of the reason.
