About measures for the effective organization of implementation and financing of system of drop irrigation and other water saving technologies of watering

According to the resolution of the President of the Republic of Uzbekistan of April 19, 2013 No. PP-1958 "About measures for further improvement of meliorative condition of the irrigated lands and rational use of water resources for 2013-2017", for the purpose of the effective organization of implementation of system of drop irrigation and other water saving technologies of watering the Cabinet of Ministers decides:

1. Approve:

The provision "About Procedure for Implementation and Financing of System of Drop Irrigation and Other Water Saving Technologies of Watering" according to appendix No. 1;

The provision "About Procedure for Issue of the Credits by Commercial Banks to Agricultural Producers for Implementation of System of Drop Irrigation in the period of 2013 - 2022" at the expense of credit line of Fund of meliorative improvement of the irrigated lands under the Cabinet of Ministers of the Republic of Uzbekistan according to the procedure of experiment according to appendix No. 2.

2. Determine that implementation of system of drop irrigation is performed in priority procedure on:

the irrigated parcels of land with mean annual deficit of water resources during the vegetative period, and also on lands of machine irrigation with big costs on raising of irrigating water;

the parcels of land which are taken away under gardens, vineyards, ovoshchebakhchevy and other highly profitable cultures;

the parcels of land with big biases, subject to irrigational erosion;

the flat parcels of land with the lungs which are not salted and not subject to salinization by soil.

The construction of system of drop irrigation by fund of meliorative improvement of the irrigated lands under the Cabinet of Ministers of the Republic of Uzbekistan is performed "turnkey" by the contract organizations specialized on accomplishment of meliorative and other water management works according to the approved design estimates.

3. Determine that:

the agricultural producers who implemented systems of drop irrigation and other water saving technologies of watering are granted right to use of the saved water resources for cultivation of crops on released squares from zernokolosovy cultures;

performed within the State program, annual quotas of purchase of polyethylene granule at the declared prices are allocated to the specialized organizations for production of components for system of drop irrigation and other water saving technologies of watering;

 responsibility for target use of the polyethylene granule allocated for production of components of system of drop irrigation and other water saving technologies of watering is assigned to the Ministry of water economy of the Republic of Uzbekistan.

4. To the Ministry of Economics of the Republic of Uzbekistan, JSC Uzbekneftegaz annually, by reasonable calculations and lists of the Ministry of water economy of the Republic of Uzbekistan to allocate to the specialized organizations necessary amount of polyethylene granule at the declared prices for production of components of system of drop irrigation and other water saving technologies of watering.

5. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas:

in five-day time creation of territorial and district working groups on implementation of system of drop irrigation and other water saving technologies of watering;

assistance to agricultural producers in the conclusion of contracts with commercial banks for financing, the project organizations on rendering services in designing and the contract organizations specialized on accomplishment of meliorative and other water management works on construction of system of "turnkey" drop irrigation;

establishment of monitoring of implementation of territorial address programs of implementation of system of drop irrigation and other water saving technologies of watering, timely financing of projects and target use of borrowing facilities of commercial banks, with introduction on quarterly basis by results of monitoring of information in the Cabinet of Ministers of the Republic of Uzbekistan.

7. To the ministry of water economy of the Republic of Uzbekistan:

provide comprehensive examination of each project included in the territorial address program of implementation of system of drop irrigation and other water saving technologies of watering;

within the parameters of implementation of system of drop irrigation and other water saving technologies of watering approved by the resolution of the President of the Republic of Uzbekistan to perform project development of the annual State program of implementation of system of drop irrigation and other water saving technologies of watering;

to quarterly hear reports of heads of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and commercial banks on the course of implementation of territorial address programs of implementation of system of drop irrigation and other water saving technologies of watering, and also condition of target use of the irrigated lands allocated with Fund of meliorative improvement under the Cabinet of Ministers of the Republic of Uzbekistan of means.

8. Recommend to commercial banks to issue the credits on the projects included in the State program of implementation of system of drop irrigation and other water saving technologies of watering on refunding rate of the Central bank of the Republic of Uzbekistan.

9. To the ministry of agricultural and water economy, Ministry of Finance, Central bank of the Republic of Uzbekistan, State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and state inventory, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

in ten-day time to develop specific measures for realization of the provisions approved by this resolution and to provide strict observance of their requirements;

in a month to bring the regulatory legal acts into accord with this resolution.

10. To impose control of execution of this resolution on the minister of agricultural and water economy Z.Sh.Ruziyev and the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.
