Regulations on application of the Law of the Azerbaijan Republic "About passports"

1. General provisions

1.1. This Provision, for the purpose of application of the Law of the Azerbaijan Republic "About passports", establishes procedure for issue and replacement of passports of citizens of the Azerbaijan Republic.

3. Issue and replacement of all-civil, service and diplomatic passports

3.1. The all-civil passport of the Azerbaijan Republic is issued by local authorities of issue of the all-civil passport of the Ministry of Internal Affairs of the Azerbaijan Republic (further - law-enforcement body) according to the procedure, established by the Law of the Azerbaijan Republic "About passports" and this Provision.

3.2. For issue of the all-civil passport from the citizen the following documents are required:

3.2.1. statement questionnaire for issue of the all-civil passport (further statement questionnaire) (appendices No. 1 and 2);

3.2.2. the identity certificate of the citizen (taking into account subitem 3.2.6 of this provision);

3.2.3. document on payment of the state fee;

3.2.4. in case of issue of the passport within two working days in connection with urgent treatment of the citizen of the Azerbaijan Republic or the person (persons), or in cases of serious illness or death living abroad the close relative leaving with it - the documents specified in Item 3.3 of this provision;

3.2.5. if the passport is issued to the citizen aged up to 15 years - the document confirming the rights of the adoptive father, the guardian or the custodian of children without parental support;

3.2.6. concerning the citizens of the Azerbaijan Republic living in foreign countries along with the documents provided by subitems 3.2. 1, 3.2.3, 3.2.5 of this provision:

1. in case of issue or replacement of the all-civil passport - the identity certificate or the all-civil passport of the citizen;

2. in case of issue of the all-civil passport to the citizen who did not reach 18-year age, for the first time - the certificate of birth and the medical certificate about blood type.

3.2-1. In case of need for determination of belonging of person to citizenship of the Azerbaijan Republic in the cases provided by subitem 3.2.6 of this provision for establishment of belonging of person to citizenship of the Azerbaijan Republic in the Public migratory service of the Azerbaijan Republic the request according to the procedure, established by the Cabinet of Ministers of the Azerbaijan Republic is sent. In case of recognition as a result of consideration of request of belonging of person to citizenship of the Azerbaijan Republic, the all-civil passport according to the procedure, established by this Provision is issued to it.

3.3. Need of urgent treatment of the leaving citizen or person (persons) leaving together with it or the cases connected with serious illness or the death of his relative living abroad (the parent, the husband (wife), the child, the brother, the sister, their children, the grandfather, the grandmother, the grandson, the father or mother of the grandfather (grandmother), the uncle, the aunt, their children, the father-in-law (mother-in-law), the father-in-law (mother-in-law), the brother-in-law, the sister-in-law) are the basis for consideration of statements questionnaires for issue of the passport in extraordinary procedure.
