1. Approve the Provision "About Operating Procedure in Combination and Combination of Professions and Positions" according to appendix.
2. Determine that:
responsibility for observance of operating procedure in combination and combination of professions and positions is assigned to heads of the organizations in which part-time employees work or combination of professions and positions is applied;
occupation at the same time of two executive positions in bodies of the public and economic board, including in combination, except as specified, established by the legislation is not allowed.
3. To the ministry of employment and employment relationships of the Republic of Uzbekistan:
provide strict control of observance of operating procedure in combination and combination of professions and positions;
organize in mass media and through territorial authorities on work necessary explanatory work about operating procedure in combination and combination of professions and positions;
in coordination with the Ministry of Finance and the Ministry of Economics of the Republic of Uzbekistan, taking into account work market research, if necessary to make in the Cabinet of Ministers offers on review and modification and amendments in the list of works which are not considered as part-time jobs.
4. To the interested state bodies in two-month time to develop and approve in coordination with the Ministry of Finance and the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan lists of professions (positions) of employees of state-financed organizations by which surcharges for combination of professions (positions), expansion of zone of servicing or increase in amount of the performed works can be established.
5. To the Ministry of Labour and Social Protection of the population in a month:
together with the interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution;
bring departmental regulatory legal acts into accord with this resolution.
6. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 18, 2012 No. 297
1. This Provision determines procedure for regulation of employment relationships of physical persons citizens of the Republic of Uzbekistan, and also the foreign citizens and persons without citizenship working part-time and in case of combination of professions and positions by them according to the employment contract (contract) (further - the employment contract) at the companies, in organizations, the organizations of all patterns of ownership (further - the organization).
The relations between the employer and the part-time employee are regulated by the Labor code of the Republic of Uzbekistan, taking into account the features provided in this Provision.
2. For the purpose of this provision the following concepts are used:
principle place of employment - the organization in which according to Article 81 of the Labor code of the Republic of Uzbekistan the employer keeps the service record of the worker;
part-time job - other paid work which is carried out by the worker in addition to the main work on the terms of the employment contract, in time, free from the main work.
3. The work types specified in the list attached to this Provision are not considered as part-time jobs.
4. Part-time job is forbidden:
to persons which did not reach eighteen-year age;
at works with adverse conditions of work if the main work of the part-time employee is connected with the same conditions (except for employees of the organizations of health care system);
as the employee (specialist) of service of safety of motor transportations;
to workers (except technical and service personnel) Presidential Administration and the office of the Cabinet of Ministers of the Republic of Uzbekistan, to heads of state bodies, their deputies and chiefs of structural divisions, the Chairman and cabinet ministers of the Republic of Karakalpakstan, except the cases provided by decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan;
to hokima of areas, areas and cities and their deputies;
to specialists of state bodies in the organizations, subordinate or under control to one another, except for the doctors occupied in governing bodies of health care and the teachers occupied in governing bodies of education;
to other persons (workers) who according to the legislation are forbidden to work part-time.
5. Part-time job is allowed on principle place of employment (internal combining jobs) or in other organization (external combining jobs) if other is not provided by this Provision.
Part-time job in the organization which is principle place of employment of the worker is allowed in case of performance of work for temporarily absent worker or on vacant position.
6. Persons going to part-time job in other organization shall show:
the passport or the document replacing it;
instead of the service record the reference from principle place of employment in the form approved by the Ministry of employment and employment relationships of the Republic of Uzbekistan.
The consent of the employer, trade-union committee (other representative body of workers) or other body from principle place of employment for part-time job is not required.
In case of employment the copy of the service record certified in the place of the main work in combination to which accomplishment according to the legislation only persons having certain length of service can be allowed is submitted.
In case of employment in combination, requiring special knowledge, the employer has the right to demand from the worker of presentation of the diploma or other education document or professional training.
In case of employment it is in combination forbidden to require the documents which are not provided by this Item.
