1. Approve the enclosed Standard rules of activities of types of the preschool organizations.

3. To department of preschool and secondary education (Zhontayeva Zh. A.) provide:

1) in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after passing of state registration official publication of the present having ordered to mass media;

3) bringing this order to data of the organizations of education.

4. To impose control of execution of this order on the vice-minister Abenov M. A.

5. This order becomes effective after ten calendar days from the date of its first official publication.

Standard rules of activities of types of the preschool organizations

Chapter 1. General provisions

1. These Standard rules of activities of types of the preschool organizations (further – Standard rules) are developed according to subitem 44-5) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determine procedure for activities of types of the preschool organizations.

2. For ensuring availability and variability of preschool education, creating favorable conditions for development, education and training of children the types of the preschool organizations provided by the Nomenclature of organization types of education approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of February 22, 2013 No. 50 (registered in the Register of state registration of regulatory legal acts at No. 8390) are created.

Chapter 2. Procedure for activities of types of the preschool organizations

Activities of the preschool organizations are performed according to their charter, Standard rules of activities of the preschool organizations approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of October 30, 2018 No. 595 "About approval of Standard rules of organization activity of formation of the corresponding types" (it is registered in the Register of state registration of regulatory legal acts at No. 17657), to Health regulations "Sanitary and epidemiologic requirements to the preschool organizations and children's homes" approved by the order of the Minister of Health of the Republic of Kazakhstan of August 17, 2017 No. 615 (it is registered in the Register of state registration of regulatory legal acts at No. 15893).

4. Educational activities of the preschool organizations irrespective of language of training are performed according to:

1) the State obligatory standard of preschool education and training approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of October 31, 2018 No. 604 "About approval of the state obligatory standards of formation of all education levels" (it is registered in the Register of state registration of regulatory legal acts at No. 17669);

2) Standard curricula of preschool education and training of children of 1 year to 6 (7) years, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of December 20, 2012 No. 557 "About approval of standard curricula of preschool education and training of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 8275);

3) the Standard training program of preschool education and training approved by the order of the acting minister of science and education of the Republic of Kazakhstan of August 12, 2016 No. 499 "About approval of standard training programs of preschool education and training of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 14235).

Equipment and furniture of the preschool organizations is performed according to equipment Regulations the equipment and furniture of the organizations of preschool, secondary education, and also the special organizations of education approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of January 22, 2016 No. 70 (registered in the Register of state registration of regulatory legal acts at No. 13272).

6. Types of the preschool organizations, differ on operating mode and availability of different age groupes.

7. On operating mode the preschool organizations function:

in the mode of five-day (six-day) business week;

complete, incomplete, round-the-clock day.

8. Day nursery gardens is provided by availability of groups of nursery and preschool age for children from one to six (seven) years.

9. The kindergarten provides availability of preschool groups of children from three to six (seven) years.

10. Family day nursery gardens it is created with direct participation of family members and provides availability of uneven-aged groups (children from one to three years, from three to six (seven) years).

11. Sanatorium day nursery gardens is carried out by drug and physiotherapeutic treatment, hardening, physiotherapy exercises and massage depending on the diagnosis of disease of children from one to six (seven) years.

12. The school-day nursery-garden complex (further – complex) provides availability of groups preschool and classes of primary, main secondary and general secondary education.

In preschool groups of complex children from one to six (seven) years are accepted.

13. The preschool mini-center provides availability of groups of nursery and preschool age for children from one to six (seven) years.

The preschool mini-center functions on the flexible mode from two to seven weekly.
