Approve the Procedure for state registration, the organizations and conducting examination and tenders of innovative projects it (is applied).

Procedure for state registration, organization and conducting examination and tenders of innovative projects

1. General provisions

1. This Procedure determines state registration, the organization and conducting examination and tenders of the innovative projects which are carried out by the ministries, departments, Academy of Sciences of the Republic of Tajikistan, industry academies, scientific institutions, institutions of higher professional education and the companies of the republic financed by means of the Government budget of the Republic of Tajikistan.

2. Basic concepts

The following basic concepts are according to the procedure used:

- tender of innovative projects selections of certain number of participants from total number of applicants for receipt of target financing within the conditions established by this Procedure;

- the participants of tender citizens of the Republic of Tajikistan, foreign citizens, persons without citizenship participating within the legislation of the Republic of Tajikistan and also legal entities under condition if scientific, and scientific and technical activities are provided by their constituent documents, submitted the application for tender;

- the request - the issued application of the established form expressing intention of person to participate in tender;

- the project intention, the idea, image realized in form of the description, reasons, calculations, the drawings disclosing essence of intention and possibility of its practical realization;

- the organizers-persons performing organizational support of implementation of the order for carrying out tender;

- the expert-qualified specialist in certain area involved to research, consultation, development of judgments, the conclusions, offers and conducting examination;

- examination type of research activities for carrying out scientific research, the analysis and assessment of objects of examination, on preparation and execution of expert opinions concerning these objects necessary for adoption of socially significant decisions;

- innovative programs and projects - result of intellectual potential of the physical persons and legal entities promoting use of the new ideas developed for the purpose of development of science and implementation of high-quality technologies.

3. Purposes and tasks of tender of innovative projects

3. Competition is held for the purpose of activation of inventive, innovative activities at the companies, scientific and educational institutions of the Republic of Tajikistan.

4. Tasks of tender of innovative projects:

- identification and selection of the most perspective and ready to practical use in real production sector of innovative inventions and developments for assistance to implementation of innovative technologies in industrial production and realization of results of scientific and technical and innovative activities;

- ensuring access to the information resources containing data on the scientific research and experimental developments, the achieved scientific and scientific and technical results which are carried out in the republic and beyond its limits with observance of requirements of the legislation of the Republic of Tajikistan connected with protection of intellectual property, the state, official or trade secret;

- integration of science with production, education system and the social sphere.

4. Requirements to the Procedure for state registration, organization of conducting examination and tender of innovative projects

For participation in tender the innovative projects registered in accordance with the established procedure in Public institution "National patentnoinformatsionny center" of the Ministry of Economic Development and Trade of the Republic of Tajikistan, having the potential of further application and implementation in different spheres of economy of the republic are represented.

6. Participants of tender shall submit the following documents:

- bid (appendix 1);

- the program or the project, the information project description with disclosure of the basic principles of innovative solution, its benefits before analogs, recommendations of the author about scopes of application, cost efficiency;

- the written confirmation interested in program implementation or the project of departments, organizations and organizations with indication of the undertaken obligations on accomplishment of separate stages of work and for financial participation;

- the reference report from Public institution of "National patent information center" of the Ministry of Economic Development and Trade of the Republic of Tajikistan with results of thematic search of the offered scientific research on novelty, and also copies of patents (or the applications submitted to Public institution of "Patent information center" of the Ministry of Economic Development and Trade of the Republic of Tajikistan for inventions, useful models (if are available);

- for the implemented developments responses of the companies, the conclusion of specialists, experts in scope of development, profile scientific institutions, with disclosure of value of the applied project (extent of realization, economic effect, novelty, etc.);

- other documents (photo, video records, drawings, schemes) which are in addition clearing up development subject.

7. The project shall be executed according to the following scheme:

- title page;

- information on the organization;

- data on the head and contractors;

- contents of the project;

- the expected results;

- expense budget on project implementation;

- additional these purposes and tasks;

- market research;

- marketing plan;

- production schedule and forecast;

- amount of required means;

- financial plan and risk analysis.
