About economic cooperation
The government of the Republic of Uzbekistan and the Government of the Hungarian Republic which are hereinafter referred to as with the Parties
wishing to strengthen friendship and to develop economic and other relations between the states of the Parties;
aiming to continue and improve the traditional economic relations, and also intending to develop and intensify economic, industrial, industrial and sci-tech cooperation on mutually advantageous basis;
being convinced that expansion of contractual conditions will provide proper and favorable bases for further cooperation;
agreed as follows.
The parties promote expansion and diversification of cooperation in the field of economic and social development according to national legal systems of the states and provisions of international treaties which participants are the states of the Parties.
Considering condition and perspectives of development of the economic relations of the Party agree that favorable conditions for long-term cooperation exist, including without limitation in such spheres as:
a) energy sector;
b) investigation, production and conversion, and also sale of mineral raw material resources and products of the mining industry;
c) agricultural industry, food and processing industry;
d) construction and production of construction materials and equipment;
e) chemical industry;
e) textile industry;
g) packaging technology;
h) environmental protection, rational use and protection of water resources;
i) woodworking industry;
й) education;
j) human resources development;
k) provision of services in the field of health care, medical technologies, pharmaceutical industry;
l) tourism, sport and resort case;
m) cooperation in the field of small and medium business;
o) communication;
o) computer and information technologies;
p) transport and logistics;
c) cooperation in scientific and technical area.
The parties support expansion and intensification of cooperation, way:
a) strengthening of ties between representatives of the business sector, including exchange of public information on the economic problems which are of mutual interest;
b) exchange of visits of representatives of the government organizations, professional associations and business circles, Chambers of Commerce and Industry, and also representatives of the regional bodies supervising the questions noted in Article 2 of this agreement;
c) assistance in establishment and improvement of bonds between business community of two countries, supporting visits and meetings of physical persons and businessmen;
d) exchange of information, support in holding fairs and exhibitions, the organization of seminars, symposiums, conferences and other meetings;
e) encouragement of participation of the small and medium companies of private sector in the bilateral economic relations;
e) support to cooperation in the field of consulting, marketing and expert services;
g) encouragement of activities of financial institutions and banking sector in establishment of close contacts and strengthening of cooperation;
h) support of investing activities in the states of the parties, creations of joint businesses, representations and branches of the companies;
i) developments of the interregional and international cooperation which is of mutual interest.
For the purpose of implementation of this agreement, the Parties the Intergovernmental Commission on economic cooperation between the Republic of Uzbekistan and the Hungarian Republic (hereinafter referred to as - the Intergovernmental Commission) consisting of representatives of the relevant state bodies and the companies of the states of the Parties can be created. Meetings of the Intergovernmental Commission will take place as agreed by the parties serially in the Republic of Uzbekistan and the Hungarian Republic.
Tasks of the Commission are:
discussion of development of the bilateral economic relations;
determination of new opportunities for further development of economic cooperation;
preparation of the offers directed to improvement of conditions of economic cooperation between the companies of two countries;
carrying out analysis and estimates of condition of bilateral economic cooperation
preparation of offers on the questions connected with accomplishment of this agreement.
The commission, as necessary, creates the working groups dealing with certain issues of cooperation.
The operating procedure of the Commission is determined during the first meeting. The parties, according to national legal systems of the states, independently incur the expenses connected with activities of the Commission.
This agreement in no way shall not cause damage to the obligations of the Hungarian Republic following from its membership in the European Union. Provisions of this agreement cannot be applied or interpreted, neither in general, nor partially as the depriving forces changing or still somehow the mentioning obligations of the Hungarian Republic following from Agreements on which the European Union, and also from the fundamental and minor laws of the EU is founded.
The provision of this agreement does not affect the rights and obligations of the Republic of Uzbekistan following from international treaties which participant she is, and also its memberships in the international organizations.
By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are integral parts of this agreement can be made to this agreement.
Any disputes arising in connection with application or interpretation of this agreement will be permitted between the Parties by negotiations.
This agreement becomes effective for the thirtieth day after receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
This agreement is signed sine die. Each of the Parties can terminate this agreement, having sent the written notice to other Party about such intention. In that case this agreement will void after six months from the date of receipt of one of the Parties of such notification.
It is made in Tashkent on November 7, 2011 in duplicate, everyone in the Uzbek, Hungarian and Russian languages, and all texts are equally authoritative. In case of disagreements between the Parties in case of interpretation of provisions of this agreement, the Parties will address to the text in Russian.
