About creation of children's digital TV channel "Bolajon" under JSC Teleradiokanal Yoshlar of National broadcasting company of Uzbekistan

In view of the increasing role of electronic mass media in forming of social values and outlooks of people, especially children taking into account the interest in knowledge of the world around, studying of modern information technologies and foreign languages shown by them and for the purpose of creating favorable conditions for satisfaction of intellectual, cognitive and cultural needs of children:

1. Approve the offer of National broadcasting company of Uzbekistan, the Ministry of national education of the Republic of Uzbekistan supported by the general public and teachers of the republic on creation, taking into account the best practices of the leading TV companies of the world, since June 1, 2013 republican children's digital TV channel "Bolajon" in case of teleradio channel of JSC Teleradiokanal Yoshlar.

2. Determine the main objectives and activities of the created children's TV channel "Bolajon":

preparation and demonstration of the cognitive and intellectually developing television programs, children's feature and animation films directed to formation and forming at the child of attitude of the world around, education of kindness and justice in his children's understanding on the example of stories of national heroes and characters of dastan, the Uzbek national fairy tales and eposes of other people of the world;

development of inquisitiveness, intellectual and creative activity of children, forming in them of initial abilities, skills and culture of mental and manual labor by means of demonstration of the training and entertaining and cognitive telecasts, intellectual games and quizes intended for children of preschool and younger school age;

support of aspiration of children to knowledge of the world around, opening new and interesting around with use of modern interactive forms and methods of broadcasting, opportunities of digital and multimedia technologies taking into account age features of young TV viewers;

development of interest of children in learning of foreign languages by preparation of the special training telecasts and broadcast of foreign children's feature, animation and razvlekatelnopoznavatelny films, including with subtitlings in Uzbek;

forming at children of cognitive interest and love to the nature, respect for the environment, training in their correct content and care of the tamed poultry and animals, inhabitants of aquariums, and also houseplants;

instilling in children of fundamentals of physical culture and interest in sports, forming at children of spirit of competitive spirit, careful attitude to the health, mastering necessary sanitarnogigiyenichesky skills.

3. Determine that:

the Bolajon TV channel is created without formation of legal entity within the total number of JSC Teleradiokanal Yoshlar;

payment terms of work and material stimulation, stipulated by the legislation for workers of the operating teleradio channels of National broadcasting company of Uzbekistan extend to employees of Bolajon TV channel;

the Bolajon TV channel is included public benefits package of the digital broadcasting extended on all territory of the republic.

4. Approve structure of Bolajon TV channel in case of teleradio channel of JSC Teleradiokanal Yoshlar, with the total extreme number of workers of 101 unit according to appendix.

5. To provide to national broadcasting company of Uzbekistan:

development and approval in accordance with the established procedure staff list and expense budget of Bolajon TV channel;

until the end of 2013 completion of newly created TV channel by the highly skilled, creatively conceiving and initiative specialists, including in the field of children's pedagogics and psychology, the knowing foreign languages;

before implementation of the investment project "Equipment of NTRK of Uzbekistan Modern Multimedia Equipment for Transition to Digital Format of Broadcasting", the organization of the production technology and issue in air of telecasts of Bolajon TV channel according to the temporary scheme based on the available technical means of National broadcasting company of Uzbekistan;

in 2013-2014 creation of five children's feature films and five animation movies 10 minutes, including on two feature and animation films in 2013.

6. To the Ministry of Finance of the Republic of Uzbekistan:

allocate in 2013 funds for financing of newly created TV channel "Bolajon" under Teleradiokanal Yoshlar Ltd within the means provided in parameters of the Government budget on the social sphere;

since 2014 to provide the means necessary for financing of activities of Bolajon TV channel in parameters of the Government budget of the Republic of Uzbekistan.

7. Place newly created TV channel "Bolajon" in buildings of National broadcasting company of Uzbekistan to the address: Tashkent, st. of Navoiy, 69.

8. National broadcasting company of Uzbekistan together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution.

9. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoev.
