According to part two of article 6 of the Law of Ukraine "About security activities" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for determination of the list of separate especially important objects of the right of state-owned property which protection is performed by exclusively state companies and the organizations which is applied.

Procedure for determination of the list of separate especially important objects of the right of state-owned property which protection is performed by exclusively state companies and the organizations

1. This Procedure establishes the procedure of determination of the list of separate especially important objects of the right of state-owned property which protection is performed by exclusively state companies and the organizations based on agreements on provision of security services (further - the list).

2. Especially important objects of the right of state-owned property from among the objects specified in article 3 of the Law of Ukraine "About management of objects of state-owned property" (further - objects), taking into account need of security of the vital interests of man and citizen, society and the state from illegal encroachments, timely identification, prevention and neutralization of real and potential hazards to national interests, ensuring permanent functioning of infrastructure of activity at the national and regional level can be included in the list.

3. Inclusion of objects in the list is performed according to criteria which affirm the Ministry of Internal Affairs in coordination with the Ministry of Defence and the SSU.

4. Proposals concerning inclusion of objects in the list are submitted to the Ministry of Internal Affairs by the central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city state administrations, other state bodies.

5. Offers concerning inclusion of object in the list shall contain:

the name of the legal entity to which sphere of management object, its identification code according to the Unified State Register of Legal Entities and physical litspredprinimatel belongs;

location information of object;

the characteristic of object and the requirement concerning its protection;

type of measures of protection (use of Items of centralized observation, technical means of protection, reaction transport and so forth);

information on availability of criteria by which it is reasonable to include object in the list.

6. Preliminary consideration of offers on inclusion of objects in the list, preparation of conclusions and recommendations concerning such inclusion are performed by Public service of protection under the Ministry of Internal Affairs with involvement of authorized representatives of the Ministry of Defence and the SSU (in consent) and in case of need Fund of state-owned property.

7. Taking into account conclusions and recommendations of Public service of protection under the Ministry of Internal Affairs the specified Ministry in coordination with the interested bodies constitute the draft of the list and gives it in accordance with the established procedure on approval to the Cabinet of Ministers of Ukraine.

8. Entering of amendments into the list, and also in case of need its annual review are performed according to the decision of the Cabinet of Ministers of Ukraine based on offers of the Ministry of Internal Affairs.

9. The object exception of the list is performed according to the procedure established in this Procedure for inclusion of objects in the list.
