1. Approve the enclosed Acceptance procedures in operation of power facilities of power plants, power and thermal networks after technical arms.

2. This resolution becomes effective after ten calendar days after official publication.

Acceptance procedures in operation of power facilities of power plants, power and thermal networks after technical arms

1. General provisions

1. These rules of acceptance for operation of power facilities of power plants, power and thermal networks after technical arms (further - Rules) are developed according to the subitem 30) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for acceptance for operation of power facilities of power plants, power and thermal networks after technical arms.

2. In these rules the following basic concepts are applied:

1) the supplier - the producer or the supplier of power facility and (or) its constructive part having information on procedure for installation, start and operation of power facility and (or) its constructive part;

2) the designer - person who developed the project of technical arms;

3) the act of survey of the hidden works - the document confirming survey of works which accomplishment cannot be checked in nature after completion of all complex of works on technical arms;

4) inspection - the temporary collegiate organ establishing and documenting readiness of power facility and accepting power facility in operation;

5) the contractor - person who was carrying out works on technical arms based on the transaction with the customer;

6) technical arms - equipment of the operating power plants, power or thermal networks power facilities or replacement of power facilities of the operating power plants, power or thermal networks;

7) the customer - person operating power plants, power or thermal networks;

8) energy object (power facility) - the object making, transferring and (or) consuming electrical energy.

3. Other concepts used in these rules are applied according to the concepts determined in the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry".

4. These rules do not extend to the power facilities accepted in operation according to the Law of the Republic of Kazakhstan of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan".

2. Procedure for forming, structure and powers of inspection

5. Acceptance of power facility in operation after technical arms is performed by inspection.

6. Acceptance by one inspection of several power facilities technically connected among themselves and which are in one area, the city of republican value or the capital is allowed.

7. The inspection without fail joins customer representatives, the contractor, the designer, person exercising technical supervision (in the presence), local executive body of area, the city of republican value or the capital in the location of power facility, state body on the state energy control, the public fire service, the public sanitary and epidemiologic service.

8. Inspection in addition are included:

1) representatives of suppliers in the presence of their obligation or consent to participation in work of inspection;

2) representative of system operator to acceptance for operation of power facilities of subjects of the wholesale market of electrical energy;

3) the representative of the regional electric grid company to acceptance for operation of power facilities in the cases which are not provided by the subitem 2) of this Item;

4) the representative of authorized state body in the field of municipal services on the power facilities falling within the scope of its competence;

5) the representative of authorized body in the field of environmental protection in case of acceptance for operation of the power facility polluting the environment;

6) the representative of authorized body in the field of industrial safety on the power facilities falling within the scope of its competence.

9. The inspection is created in the following procedure:

1) the customer beforehand, before completion of works on technical arms directs to the akim of area, city of republican value or the capital in the location of power facility idea of creation of inspection. In idea of creation of inspection the Customer specifies customer representatives, the contractor, suppliers, the designer, person exercising technical supervision who shall be included in inspection;

2) the akim within ten working days from the moment of receipt of representation of the customer determines other members of inspection, publishes the decision on creation and members of inspection and sends the copy of the decision to the customer;

3) the customer within three working days in writing informs all members of inspection on date and time of the beginning of work of inspection with application of a copy of the decision on creation of inspection.

10. Start date of work of inspection is determined by the customer taking into account time necessary for the completion of works on technical arms, and time necessary for journey of members of inspection to the place of acceptance of power facility in operation.

11. The common directorship of work of inspection is performed by its chairman. The chairman of inspection is the representative of state body on the state energy control.

12. The secretary of inspection is the customer representative.

13. Change of structure of inspection is allowed if necessary based on the decision of the akim who created inspection.

14. Are included into power of inspection:

1) acceptance of power facility in operation in case of its complete readiness and execution of the act of acceptance of power facility in operation according to Appendix 1 to these rules;

2) representation to the customer of the conclusion about unfitness of power facility to operation with indication of the corresponding reasons which are subject to elimination according to Appendix 2 to these rules.

15. Powers of inspection extend only to power facilities for which the commission was appointed.
