1. Approve the enclosed Power grid rules.

2. This resolution becomes effective after ten calendar days after the first official publication.

Power grid rules

1. General provisions

1. These Power grid rules (further - Rules) are developed according to the subitem 23) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and regulate procedure for use of power network and the organizations of management of single electric utility system of the Republic of Kazakhstan.

2. In these rules the following basic concepts are used:

1) balance sheet accessory - the site of the power network which is power making, power transferring the organizations and the consumer, belonging to them on the property right or other legal cause;

2) border of balance sheet accessory - point (line) of the Section of power network between the power making, power transferring organizations and consumers according to their balance sheet accessory;

3) limit of operational responsibility of the parties - point (line) of the Section of power network between the power making, power transferring organizations and consumers determining operational responsibility of the parties;

4) high voltage - voltage of 1000 Volts and above;

5) the generating installation - the device developing the electric power;

6) the duplicative (shunting) power lines - the power lines included parallel to other power lines on which transfer of electrical energy and capacity with the normalized quality for providing degree of reliability, the corresponding category on reliability of electric utility service is performed;

7) single electric utility system of the Republic of Kazakhstan (further - EEC of Kazakhstan) - set of the power plants, power lines and substations providing reliable and high-quality power supply of consumers of the Republic of Kazakhstan;

8) interregional and (or) interstate power lines - power lines of 220 kilovolts and above, providing transfer of electrical energy between regions and (or) the states;

9) national dispatch center of the system operator (further - NDTs SO) the division entering into structure of the system operator, which is responsible for operational management of single electric utility system of the Republic of Kazakhstan and reliability of its work including balancing and quality assurance of the electric power;

10) national power grid (further - NES) - set of the substations, distributing devices, interregional and (or) interstate power lines and power lines performing issue of electrical energy of power plants of 220 kilovolts and above which are not subject to privatization and are transferred to the national company according to the procedure and on the conditions determined by the Government of the Republic of Kazakhstan;

11) low voltage - tension is lower than 1000 Volts;

12) normal working hours of EEC Kazakhstan - the set operating mode in case of which all elements of electric utility system provided when planning the mode work and is provided electric utility service of all consumers of electrical energy in accordance with the terms of the signed agreements;

13) stop - planned or unplanned conclusion from work of the generating installations;

14) postemergency operation of work of EEC of Kazakhstan - the set mode arising after emergency shutdown of the damaged element of electric utility system and proceeding before recovery of normal operating mode;

15) the consumer - the physical person or legal entity consuming electrical energy on the basis of the agreement;

16) the user of network who - is power making, the power transferring organization and the consumer;

17) the POOL of reserves of capacity of EEC of Kazakhstan (further - PUL) - reserve of electric power for ensuring regular power supply of consumers in case of unexpected failure of generators, power lines or consumption growth;

18) "turn from scratch" - start-up of the power making organization from preservation, reserve or after complete stop, recovery of power network as single electric utility system in the shortest possible time;

19) reactive energy - the energy spent for creation of the electromagnetic field in chains of alternating current;

20) regional power network - set of power lines and substations of 110 kilovolts and below, providing transfer of electrical energy within one administrative and territorial unit (area), and also between national power grid and consumers;

21) the regional electric grid company (further - REK) - the power transferring organization operating power networks of the regional level;

22) balance overflow of electrical energy - the algebraic amount of values of acceptance/leave of electrical energy on certain group of power lines, transformers (section) or on points of commercial accounting;

23) natural testing - the testing which are carried out by creation of impacts on single electric utility system of the Republic of Kazakhstan or on any its part for the purpose of studying of characteristics of system;

24) the system operator - the national company exercising centralized supervisory control, ensuring parallel work with power supply systems of other states, maintenance of balance in power supply system, rendering system services and acquisition of support services at users of network and also transfer of electrical energy on national power grid, its maintenance and maintenance in operational readiness;

25) the subconsumer - the consumer who is directly attached to power networks of the consumer;

26) specifications - the technical requirements necessary for connection to power networks;

27) cold reserve - total available capacity of the uninvolved generating installations provided with fuel and ready to work;

28) centralized supervisory control - the process of continuous management performed by the system operator technically the coordinated work of the power making, power transferring, power supplying organizations and consumers of electrical energy, the providing normative level of reliability of single electric utility system of the Republic of Kazakhstan and respect for normative quality of electrical energy;

29) power networks - set of substations, distributing devices and the power lines connecting them intended for transfer of electrical energy;

30) power plant (further - power plant) - the energy object intended for production of electrical energy, containing construction part, the equipment for transformation of energy and the necessary service equipment;

31) electroinstallation - set of the machines, devices, lines and the service equipment (together with constructions and rooms, in which they are established) intended for production, transformation, transformation, transfer, distribution, consumption of electrical energy and/or its transformation to other type of energy;

32) the power making organization - the organization performing production of electrical energy for own needs and (or) realization;

33) the power transferring organization - the organization performing transfer of electrical energy on the basis of agreements;

34) the power supplying organization - the organization performing sale to consumers of the purchased electrical energy;

35) authorized body - the state body performing management in the field of power industry.

2. Procedure for use of power network

3. The users of network (except for consumers) who are going to be connected to power network or to increase the consumed (issued) electric power perform connection according to the procedures stated in this Chapter.

The procedure for joining of consumers to power network is performed according to procedure for use of electrical energy, stipulated by the legislation the Republic of Kazakhstan.

4. Specifications on connection to power network are issued in cases:

1) connections of users of network, including construction of the duplicative (shunting) lines;

2) increases in capacity of users of network;
