About measures for the accelerated equipment (retrofitting) of offices of foreign languages of educational institutions of the Republic the modern information and communication equipment, technical means of training and stock in the period of 2013-2016

For the purpose of ensuring accomplishment of the resolution of the President of the Republic of Uzbekistan of December 10, 2012 "About measures for further enhancement of system of learning of foreign languages" the Cabinet of Ministers decides No. PP-1875:

1. Approve developed by the Ministry of national education, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, the Center of secondary vocational, professional education the Program of the accelerated equipment (retrofitting) of offices of foreign languages of educational institutions of the republic the modern informatsionnokommunikatsionny equipment, technical means of training and stock in the period of 2013-2016 (further - the Program) including:

standard rates of equipment of offices of foreign languages of educational institutions the modern information and communication equipment, technical means of training and stock according to appendix No. 1;

key parameters of the accelerated equipment (retrofitting) of offices of foreign languages of comprehensive schools the modern informatsionnokommunikatsionny equipment, technical means of training and stock in the period of 2013 - 2016 according to appendix No. 2;

key parameters of the accelerated equipment (retrofitting) of offices of foreign languages of averages of special, professional educational institutions the modern information and communication equipment, technical means of training and stock in the period of 2013 - 2016 according to appendix No. 3;

key parameters of the accelerated equipment (retrofitting) of offices of foreign languages of the highest educational institutions the modern information and communication equipment, technical means of training and stock in the period of 2013-2016 according to appendix No. 4.

2. Determine the main sources of financing of the Program:

means of off-budget fund of development of material and technical resources of educational and medical institutions under the Ministry of Finance of the Republic of Uzbekistan;

the means which arrived from paid and contractual form of education in the highest educational institutions;

the budgetary appropriations allocated by purpose to the highest educational institutions;

means of the soft foreign credits and grants;

other sources which are not contradicting the legislation.

3. To the Ministry of Foreign Economic Relations, Investments and Trades together with the Ministry of Economics, the Ministry of Finance, the Ministry of national education, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan in accordance with the established procedure to take measures for attraction of the soft foreign credits of the international financial institutions, the organizations and the donor countries for equipment of educational institutions of the republic within realization of adopted agenda.

4. To provide to the ministry of national education, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan and the Center of secondary vocational, professional education in coordination with the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan on annual basis forming and approval in accordance with the established procedure of address programs for equipment (retrofitting) of educational institutions. Determine that when forming annual address programs for equipment (retrofitting) of educational institutions their actual material security is without fail considered and unreasonable write-off of technical means of training is not allowed.

5. Grant the right to permanent Coordination council on further development of learning of foreign languages to bring, in case of need according to offers of the Ministry of national education, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, in parameters of the Program and standard rates of equipment corresponding changes and amendments.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.
