1. Approve "The procedure for replication (is applied) by general means of communication of open information on the environment which is available in electronic databank".

2. This resolution becomes effective from the date of signing.

Procedure for replication by general means of communication of open information on the environment which is available in electronic databank

1. General provisions

1.1. This document No. 689 is developed for the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic "About enforcement of the Law of the Azerbaijan Republic "About receipt of information on the environment" of April 18, 2002 and determines procedure for replication by general means of communication of open information on the environment which is available in electronic databank.

1.2. The replication purpose general means of communication of open information on the environment which is available in electronic databank consists in expansion and simplification of possibility of receipt of information on state of environment by the public, users (subjects) of information for providing their rights in this sphere.

1.3. The following open information on the environment which is available in electronic databank can be replicated by general means of communication:

- reports and national reports on condition of the surrounding sphere;

- texts of the legal and other regulatory legal acts connected with environmental issues;

- documents on ecological strategy and policy, and also programs and plans of activities for environmental protection;

- international conventions, protocols and other documents;

- agreements in the field of environmental protection, etc.

2. Replication by general means of communication of open information on the environment which is available in electronic databank

2.1. The public authorities and local self-government included in the list of subjects of information on the environment develop single form of the data on the environment which are periodically provided in media.

2.2. Considering the population right to receipt of information, the public authorities and local self-government having open information on the environment which is available in electronic databank shall raise possibility of receipt of such information systematically.

2.3. The public authorities and local self-government having open information on the environment which is available in electronic databank and authorized to replicate it, shall promulgate regularly such information subjects of media, electronic and other general means of communication.

2.4. The public authorities and local self-government included in the list of subjects of information on the environment provide increase in quantity and quality of open information which have, i.e. its updating, enrichment and expansion by addition to information which is available in electronic databank, the new data and information of new type.

3. Replication terms general means of communication of open information on the environment

3.1. The Ministry of Ecology and Natural Resources of the Azerbaijan Republic at least once in three years subjects of media and means of electronic information replicates national reports on state of environment.

3.2. The public authorities and local self-government included in the list of subjects of information on the environment at least once a year constitute reports on state of environment and include them in the electronic databank open for the public.
