CONVENTION OF THE LEAGUE OF NATIONS

of June 7, 1930

About the Uniform Law about the translated and promissory note

Article 1

The Uniform Law constituting Appendix 1 to this Convention shall enact high contracting parties in the territories on accessory, or in one of its authentic texts, or in the national languages.

This obligation will be in case of need caused by clauses which each of High contracting parties shall declare in this case at the time of the ratification or the accession. These clauses shall be chosen from among what mentions Appendix 2 to this Convention.

However, as for the clauses provided in Articles 8, 12 and 18 the specified Applications 2, they can be created after ratification or accession provided that they were subject of the statement addressed to the Secretary general of the League of Nations who will tell immediately its content to members of the league of the Nations and the states not to members of the league of the Nations on behalf of which this Convention will be ratified or on behalf of which to it accession will follow. Similar clauses will take the effect not earlier than as for the ninetieth day after obtaining by the Secretary general of the statement stated above.

Each of High contracting parties can use in case of urgency the clauses provided by Articles 7 and 22 of the specified Appendix 2, after ratification or accession. In these cases she shall report about it directly and immediately to all other Contracting Parties and the Secretary general of the League of Nations. The statement for these clauses will come into the force in two days after obtaining by High contracting parties of the specified message.

Article 2

In the territory of each of High contracting parties the Uniform Law will not be applied to the translated and promissory notes which are already constituted by the time of enforcement of this Convention.

Article 3

This Convention, the French and English texts of which will be considered as equally authentic, will be dated today's number.

It can be signed further till September 6, 1930 on behalf of any member of the league Natsy and any state not of the member of the league Natsy.

Article 4

This Convention is subject to ratification.

Instruments of ratification no later than September 1, 1932 will be checked to the Secretary general of the League of Nations who will immediately report about their obtaining to all members of the league of the Nations and the states not to members of the league of the Nations, the parties in this Convention.

Article 5

Since September 6, 1930 any member of the league Natsy and any state not the member of the league Natsy can join it.

This accession will be made by delivery to the Secretary general of the League of Nations of the statement for storage in archives of the Secretariat.

The secretary general will immediately report about this delivery on storage by all that who signed this Convention or joined it.

Article 6

This Convention will become effective only after its ratification or accession to it from seven members of the league of the Nations or the states not of members of the league of the Nations among which there shall be three members of the league of the Nations provided constantly in Council follows.

Date of entry into force there will be the ninetieth day after receipt by the Secretary general of the League of Nations of the seventh ratification letter or the document on accession according to the first paragraph of this Article.

The secretary general of the League of Nations, sending the messages provided in Articles 4 and will shall note 5,, in particular, that the instruments of ratification and documents on accession specified in the first paragraph of this Article arrived.

Article 7

Each ratification or each accession which will take place after entry into force of the Convention according to Article 6, will come into force for the ninetieth day from the date of receipt of the League of Nations by their Secretary general.

Article 8

Except for urgent cases this Convention cannot be denounced before the expiration of two-year term from the moment of its introduction in force for the member of the league Natsy or for the state not of the member of the league Natsy denouncing it; this denouncement will become effective for the ninetieth day after receipt of the notice by the Secretary general, to it addressed.

Any denouncement will be immediately reported by the Secretary general of the League of Nations to all other High contracting parties.

In urgent cases the High contracting party which will make denouncement, will report about it directly and immediately to all other High contracting parties and denouncement will become effective in two days after obtaining by the specified High contracting parties of the specified message. The High contracting party denouncing in these conditions will inform also on the intention the Secretary general of the League of Nations.

Each denouncement will be valid only for that High contracting party on behalf of which it will be made.

Article 9

Any member of the league Natsy and any state not the member of the league Natsy concerning whom this Convention is in force can after the expiration of the fourth year from the date of the introduction of the Convention in force ask the Secretary general of the League of Nations to review some or all resolutions of this Convention.

If such request told other members of the league of the Nations or to the states not to members of the league of the Nations between which the Convention will be at that time in force is supported within one year by at least than six of them, Council of the League of Nations will decide whether it is necessary to convene on it conference.
