About protection of the population in case of emergency situations

This Law establishes bases and the organization of protection of the population in case of emergency situations, the rights and obligations of state bodies and local self-government, the companies, organizations, organizations, irrespective of their organization-legal category (further - the companies, organizations. organization), and also officials and citizens in this area.

Chapter 1.
General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

emergency situation - the situation which arose in certain territory or object owing to major accident, natural hazard, technogenic, spontaneous or environmental (nature protection) catastrophe, epidemic, epizooty, widespread infectious disease of plants and crops (epiphytoty), application of types of weapon which attracts or can entail the human victims, considerable harm to human health and the environment, severe material losses and violation of natural conditions of life activity of people;

protection of the population - complex of the interconnected legal, organizational, technical actions directed to protection of life and human health in emergency situations, prevention and decrease in dangers, providing and recovery of normal life activity;

the prevention of emergency situations - forecasting and liquidation of the factors attracting emergency situations;

reduction of possible effects of emergency situations - package of measures for possible weakening of impact of the emergency situations performed beforehand;

mitigation of consequences of emergency situations - carrying out in case of emergency situations of rescue and urgent recovery work, and also implementation of the actions applied by the decision of the Government of the Republic of Armenia on establishment of quarantine on providing normal conditions for life and activities of people;

disaster zone - the territory (the settlement, object) or the part of the territory (in case of establishment of quarantine - epidemic zone) which was injured owing to emergency situation;

evacuation - temporary movement of people, animal and material values from the dangerous territories on safe and their placement;

the shelter - temporary providing life and activities of people in the territory of the corresponding constructions from impact of weapons of mass destruction, and also special weapons of destruction in case of emergency situations;

individual protection - providing people with remedies from the radioactive, poisoning microbiological substances and infectious diseases;

rescue operations - package of measures for rescuing of people, material and cultural values; the rescuer - the physical person prepared for accomplishment of rescue operations and certified according to the procedure, established by the legislation of the Republic of Armenia;

rescue forces - the specialized forming provided for carrying out rescue operations consisting of rescuers with the corresponding hardware.

Article 2. Legal basis of ensuring protection of the population

The legal basis of ensuring protection of the population are the Constitution of the Republic of Armenia, the international agreements of the Republic of Armenia, this Law, and also others legislative acts.

Article 3. System of protection of the population

The system of protection of the population joins state bodies and local self-government, the company, organization and the organization.

Chapter 2.
Population measures of protection in case of emergency situations

Article 4. Preventive measures of protection of the population

Preventive measures of protection of the population are:

a) rational placement in master plans and drafts of the detailed layout of settlements, other functional territories of dangerous undertakings and productions - from line item of protection of the population;

b) construction of buildings, structures, engineering networks, hydraulic engineering constructions, lines and highways of transport communications at the necessary level of safety and reliability:

d) organization of observation and supervision of radiation, chemical and bacteriological infectiousness of the surrounding environment, territories and objects;

e) ensuring stability of agricultural activities;

e) organization of training of the population;

g) other actions established by the law.

Preventive actions for protection of the population are performed according to the procedure, established by the Government of the Republic of Armenia.

Article 5. The main measures of protection of the population in case of emergency situations

The main measures of protection of the population in case of emergency situations are:

a) the notification of state bodies and the population about threat or emergence of emergency situations;

b) the organization and implementation in zone of disaster of the shelter, evacuation of the population and providing them with individual remedies;

c) observation, supervision of condition and infectiousness of the surrounding environment, water, foodstuff and their inspection;

d) protection of the population against radioactive, chemical and bacteriological materials;

e) carrying out in zone of disaster of rescue and other urgent emergency recovery operations;

e) strengthening in zone of disaster of protection of public order, and also objects of defense value, the objects providing life activity of the population, and other major objects;

g) implementation of measures for ensuring life activity of the population in disaster zone;

h) regulation in zone of disaster of movement of citizens, vehicles, import and cargo exportation;

i) target collection and use of property, material inventories, transport and other means of state bodies;

j) alienation and use in need of zone of disaster of the property which is considered as non-state property with preliminary equivalent compensation;

k) first-priority use of republican, departmental and local communication networks for the organization and carrying out rescue operations;

l) implementation in zone of disaster of quarantine and other sanitary-anti-epidemic actions;

i) protection of crops and animals;

o) implementation medical servicing of the population;

o) assessment of the damage caused owing to emergency situations in disaster zone;

p) involvement of able-bodied citizens (from their consent) on occupation and individual characteristics to process of mitigation of consequences of emergency situations for the purpose of performance of works on ensuring protection of the population;

c) implementation of the actions established by the law in case of establishment of quarantine.
