ORDER OF THE MINISTRY OF ECOLOGY AND NATURAL RESOURCES OF UKRAINE

About approval of the Procedure for development of the passport of water object

(as amended on 14-07-2021)

According to article 51 of the Water code of Ukraine, for the purpose of ordering of the questions connected with provision in use of water objects under lease I ORDER:

1. Approve the Procedure for development of the passport of water object which is applied.

2. To the state agency of water resources of Ukraine (Stashuk V. A.) provide submission of this order on state registration in the Ministry of Justice of Ukraine.

3. To impose control over the implementation of this order on the Chairman of the State agency of water resources of Ukraine Stashuk V. A.

4. This order becomes effective from the date of the introduction in operation of the Law of Ukraine of September 18, 2012 No. 5293-VI "About aquaculture", but not earlier than day of official publication.

Procedure for development of the passport of water object

1. This Procedure determines the mechanism of development of the passport of water object.

2. This Procedure is directed to establishment of technical parameters of water object, hydrological characteristics of the river (waterway), regulation of operational activities on water storage basins, ponds, lakes and the closed natural reservoirs (further - water object) for ensuring permanent use (including quantitative and high-quality recovery) all resources connected with existence of reservoir, reliability of functioning of constructions and for increase in efficiency of their use.

3. Customer of works on development of the passport of water object is the body performing the order the parcel of land under water (water space) according to the powers determined by the Land code of Ukraine (further - the manager of the parcel of land under water).

4. The passport of water object is developed in the form given in appendix to this Procedure and consists from:

location of water object;

the location of dike (in case of availability), distance from the mouth of the river to dike;

purpose of water object (water storage basin, pond) according to the construction project;

type of water object (river-bed/not river-bed);

operation type (in the cascade / separately, with opportunity / without possibility of regulation of water level);

type of regulation of drain (seasonal/annual/long-term);

availability of service regulations of water object;

собственник/балансодержатель/пользователь hydraulic engineering construction. 

4.2. Characteristics of the river (waterway):

the name of the river (waterway) on which, (which) water object, river basin is located;

the catchment area, sq.km (in the mouth of the river and in dike alignment);

hydrological indicators of drain (in the mouth of the river and in dike alignment):

the module of annual drain, л. / sec. with 1 sq.km;

average long-term amount of drain, one thousand m3 (in year, including for the period high waters);

consumption of water, m-3/s.: average long-term, average monthly minimum (95% of security);

size of ecological expenses of water, m-3/s.;

intra annual distribution of drain (in years with 50, 75, 95% of security), one thousand m3 (in the mouth of the river and in dike alignment).

For not river-bed water storage basins and ponds, and also lakes and the closed natural reservoirs in this subitem data only on belonging to river basin and on the catchment area of water object are specified.

4.3. Characteristics of water object:

length, m;

maximum and average width, m;

the largest and average depth, m;

the area of water mirror in case of normal retaining level (further - NPU), hectare (for lakes and the closed natural reservoirs - in case of natural level, hectare);

percent of overgrowing of water object, %;

mark NPU, m. The Baltic system of heights (further - BS) (for lakes and the closed natural reservoirs - mark of natural level, BS m);

mark of the maximum (forced) retaining level (further - FPR), BS m (for lakes and the closed natural reservoirs it is not determined);

mark of level of dead amount (further - SMO), BS m (for lakes and the closed natural reservoirs it is not determined);

amount in case of NPU, one thousand m3 (for lakes and the closed natural reservoirs - in case of natural level, one thousand m-3);

amount in case of FPR, one thousand m3 (for lakes and the closed natural reservoirs it is not determined);

amount in case of RMO, one thousand m3 (for water objects without possibility of regulation it is not determined);

net volume, one thousand m3;

amount of ecological release, one thousand m3 (it is determined separately for each water object for the range from 0,3 to m 0,5 from NPS, for water objects without possibility of regulation it is not determined);

main chemical and physical and chemical indicators of quality of water, specific synthetic and not synthetic substances;

losses on evaporation and filtering within year, one thousand m3.

4.4. Characteristics of dike:

type, design;

material;

design data: width on crest, m, length, m, the maximum height, m;

pledging of hay crops: riding, local;

fixture of hay crops: riding, local;

availability and design data of the moving located on dike.

4.5. Characteristics of water waste construction:

type;

material;

design data: entrance headstall, m, water part, m, output headstall, m;

regulation method (locks panel board / latches);

handling capacity of water waste construction, m-3/s.

4.6. Characteristics of the diversion channel:

type;

material;

length, m;

width on bottom, m;

fixture;

handling capacity of water waste construction, m-3/s.

4.7. Characteristics of coastal protective strip:

information on establishment, grassing and zalesnenn;

size (width) of strip, m.

4.8. Graphical materials:

the situational plan of water object, M 1:10000 - 1:50000;

the plan of water object, M 1:500 - 1:10000 (with indication of bottom marks of m of BS, cadastral number of the parcel of land under water object or coordinates of angular points of water object (6) in system of coordinates WGS-84) suffice;

plan of the hydraulic engineering construction;

plans and cuts of all basic elements of the hydraulic engineering construction (which are water bringing, water regulating water waste, drainage);

longitudinal profile on axis of water object;
