The government of the Russian Federation decides:

1. Approve enclosed:

Regulations on the state monitoring of condition and environmental pollution;

changes which are made to acts of the Government of the Russian Federation.

2. Realization of the powers provided by the Provision approved by this resolution is performed by the interested federal executive bodies within the established extreme number of employees of their central offices and territorial authorities, and also budgetary appropriations provided on ensuring activities of the specified bodies and public institutions subordinated to them.

3. Declare invalid the order of the Government of the Russian Federation of August 23, 2000 No. 622 "About approval of the Regulations on public service of observation of condition of the surrounding environment" (The Russian Federation Code, 2000, No. 35, the Art. 3590).

Regulations on the state monitoring of condition and environmental pollution

1. This Provision establishes procedure of the state monitoring of condition and environmental pollution (further - the state monitoring), and also forming of the state system of observations of state of environment (further - the state system of observations) and ensuring functioning of such system.

2. Objects of the state monitoring are atmospheric air, soils, surface water of water objects (including on hydrobiological indicators), ozone layer of the atmosphere, ionosphere and near-earth space.

3. The organization and implementation of the state monitoring are provided by Federal Service for Hydrometeorology and Environmental Monitoring with participation of other authorized federal executive bodies, executive bodies of subjects of the Russian Federation and State Atomic Energy Corporation "Rosatom" according to their competence established by the legislation of the Russian Federation.

4. The state monitoring is performed on the basis of the state system of observations including stationary and mobile Items of observations of state of environment.

The state system of observations includes the state supervisory network which forming and functioning is provided with Federal Service for Hydrometeorology and Environmental Monitoring, and also territorial systems of observations of state of environment which forming and ensuring functioning is performed by executive bodies of subjects of the Russian Federation in accordance with the established procedure.

When forming the state system of observations Items and systems of observations of state of environment in regions of arrangement of objects which make negative impact on the environment and which owners according to the Federal Laws perform monitoring of condition and environmental pollution in zone of impact of these objects (further - local systems of observations) are considered.

5. The Federal Service for Hydrometeorology and Environmental Monitoring with participation of other authorized federal executive bodies, executive bodies of subjects of the Russian Federation and State Atomic Energy Corporation "Rosatom" according to their competence established by the legislation of the Russian Federation when implementing the state monitoring provides:

a) carrying out observations of condition and environmental pollution, assessment of the changes happening in it, and also forecasting of the following dangerous phenomena and factors:

the natural hazards leading to natural disasters;

adverse environment for the separate directions of economic activity;

chemical, radioactive and thermal pollution, physical, chemical and biological (for superficial water objects) processes;

the change of components of the environment bringing including to climate change;

b) provision to public authorities of the Russian Federation, public authorities of subjects of the Russian Federation and local government bodies of data (data) on actual state of the environment, and also information on the happening and predicted changes in its condition;

c) provision to the federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and the organizations entering Universal State System of Prevention and Response to ES, operational actual and prognostic information about state of environment for the purpose of safety of the population and decrease in damage to economy from emergency situations of natural and technogenic nature;

d) provision to bodies, authorized to exercise federal state sanitary and epidemiological surveillance, information on state of environment for the solution of tasks of social and hygienic monitoring;

e) provision to specially authorized state bodies of the Russian Federation in the field of environmental protection of information for the complex analysis and assessment of state of environment and use of natural resources;

e) provision to the interested organizations and the population of the current and emergency information on change of the environment, preventions and forecasts of its condition;

g) the organization of the approved functioning of the state supervisory network, territorial watch systems behind state of environment and local watch systems for the purpose of ensuring necessary completeness and accuracy of the information about state of environment, and also comparability of this information in all territory of the country, optimization of use of land, aviation and space systems of observations;

h) the organization of the approved functioning of the state system of observations with similar international systems.

6. The Federal Service for Hydrometeorology and Environmental Monitoring conducts in accordance with the established procedure on the basis of the documentary data on state of environment, its pollution received by the state system of observations, Single state fund of data on state of environment, its pollution.

7. The Federal Service for Hydrometeorology and Environmental Monitoring when implementing the state monitoring interacts with the following federal executive bodies and the organizations:

with the Ministry of Natural Resources and Environmental Protection of the Russian Federation - regarding the organization and implementation of the state environmental monitoring (the state monitoring of the environment) in the territories of the national natural parks and national parks, and also during creation and operation of the state fund of data of the state environmental monitoring (the state monitoring of the environment);

with the Ministry of Economic Development of the Russian Federation, the Ministry of Natural Resources and Environmental Protection of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Energy of the Russian Federation, the Ministry of Transport of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Ministry of Regional Development of the Russian Federation, Federal State Statistics Service - regarding obtaining and use of data of the Russian system of assessment of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases;
