About additional measures for enhancement of process of the public and corporate procurements

1. Approve:

Regulations on working body of Government commission for electronic procurement of subjects of the natural monopolies, the companies and the organizations having the prevailing share of the state according to appendix No. 1;

Regulations on procedure for the organization and carrying out electronic procurement at the Uzbek Republican commodity and raw exchange according to appendix No. 2.

2. To the state committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition together with the Ministry of Finance of the Republic of Uzbekistan and the Uzbek Republican commodity and raw exchange to develop and approve Regulations on procedure for placement and disclosure of information on special information portal in a month.

3. Make changes and addition to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

4. Recognize invalid Item 1 of the resolution of the Cabinet of Ministers of September 6, 2012 as No. 260 "About approval of the Regulations on procedure for the organization and carrying out electronic biddings on lowering of the starting price at the Uzbek Republican commodity and raw exchange in the new edition" (the joint venture of the Republic of Uzbekistan, 2012, No. 9, the Art. 63) and appendix No. 1 to it.

5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

Regulations on working body of Government commission for electronic procurement of subjects of the natural monopolies, the companies and the organizations having the prevailing share of the state

I. General provisions

1. This Provision determines the main objectives, functions and procedure for the organization of work of working body of Government commission for electronic procurement of subjects of the natural monopolies, the companies and the organizations having the prevailing share of the state (further - working body).

2. Functions of working body are assigned to the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition.

II. Main objectives and functions of working body

3. The main objectives of working body are:

control of process of placement on special information portal of information, in stipulated by the legislation amounts, when implementing corporate purchases;

preparation of materials and drafts of decisions of Government commission on electronic procurement of subjects of the natural monopolies, companies and organizations having the prevailing share of the state (further - Government commission) on the questions carried by the legislation to its competence;

control of execution of decisions of Government commission by bodies of the public and economic board, public authorities on places, other organizations and business entities participating in process of corporate purchases of goods (works, services);

participation in enhancement of the legislation in the field of corporate purchases.

4. The main functions of working body are:

preparation of drafts of decisions of Government commission on the questions carried by the legislation to its competence including questions of determination of the list of groups of goods (works, services) for corporate needs which purchase is performed at the electronic auction held by the Uzbek Republican commodity and raw exchange;

monitoring and the analysis of process of corporate purchases and participation of subjects in it of small and private business, preparation of analytical materials and offers for submitting for examination of Government commission;
