About approval of the Regulations on certification, rationalization, accounting and planning of workplaces in power

1. Approve the enclosed Regulations on certification, rationalization, accounting and planning of workplaces in power.
2. This resolution becomes effective after ten calendar days after the first official publication.

1. This Regulations on certification, rationalization, accounting and planning of workplaces in power (further - the Provision) are developed according to the subitem 31) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and establish bases for the organization of accounting, certification, rationalization and planning of workplaces of personnel of the power making and power transferring organizations.
2. In this Provision the following basic concepts are applied:
1) rationalization of workplaces - set of the organizational and technical actions directed to enhancement of the operating workplaces and improvement of their use, improvement of their technical and organizational levels, working conditions and safe engineering, liquidation excessive and creation of new high-productive workplaces instead of ineffective;
2) planning of workplaces - calculation of optimum quantity and structure of workplaces for the purpose of ensuring their balance with manpower and providing increase in labor productivity;
3) workplace - spatial zone of permanent or temporary finding of the worker in case of accomplishment of labor obligations by it in the course of labor activity;
4) accounting of workplaces - the determination of number of workplaces and their classification performed according to the procedure, provided by this Provision;
5) certification of workplaces - certification of workplaces under the terms of work;
6) mobile workplace - the workplace with uncertain borders of zone of work intended for performance of works, requirement for which arises in various places of the company;
7) individual workplace - the workplace assigned to the specific worker as its individual working area;
8) the working area - spatially the isolated labor zone with the equipment and tools;
9) stationary workplace - the workplace with certain borders of zone of work intended for performance of works in specifically certain place of the company;
10) collective workplace - workplace at which several workers without fixing to each of them of the individual working area are engaged.
3. The purposes of certification, rationalization, accounting and planning of workplaces in power are:
1) creation and providing safe working conditions of personnel and decrease in level of industrial traumatism and death rate;
2) increase in production efficiency and distribution of electrical and heat energy due to rational use of the fixed business assets and manpower.
4. Work on certification, rationalization, accounting and planning of workplaces is performed with obligatory involvement of employee representatives of the organization and the labor unions operating in the organization.
5. For the purpose of ensuring completeness and reliability of accounting the following main classification signs of workplaces are used:
1) according to names of professions (positions) of workers;
2) by the number of workers - individual, collective;
3) on mobility degree - stationary, mobile;
4) on employee categories - workplaces of workers, employees;
5) on usage time.
6. All workplaces of all of employee category, including acting and not used, provided and not provided with labor power on date of accounting, and also educational workplaces are subject to accounting.
7. The collective workplace when accounting is given to individual based on the operating labor and other regulations and standard rates, and when carrying out certification is considered as one.
8. Each workplace is considered as one, nezavisimy from whether it is used in one or several changes.
9. For workplaces which are used not constantly the annual average duration of their use, irrespective of their functioning is specified date of accounting.
10. Accounting of workplaces is performed according to the sheet (appendix 1 to this Provision).
11. Workplaces are determined taking into account the recommendations stated in annex 2 to this Provision.
12. Accounting of workplaces is performed with frequency, the corresponding frequency of carrying out certification of workplaces.
13. When carrying out technical arms of the power making and power transferring organizations, improvement of engineering procedures and holding other organizational and technical actions the structure of the workplaces affected by the specified changes, their borders, and also total quantity of workplaces shall be reviewed by entering of corresponding changes into the sheet of accounting of workplaces.
14. Certification of workplaces is made according to the Rules of obligatory periodic certification of production facilities under the terms of work approved by the order of the Government of the Republic of Kazakhstan of December 5, 2011 No. 1457, taking into account the features provided by this Provision.
15. Rationalization and planning of workplaces are performed based on results of accounting and certification of workplaces, proposals of workers and progressive experience of the power making and power transferring organizations.
16. The main objectives of rationalization of workplaces are:
1) enhancement of technological level of workplaces;
2) enhancement of the organizational level of workplaces;
3) enhancement of working conditions and safe engineering on workplaces;
4) liquidation of excessive and ineffective workplaces.
17. The main objectives of planning of workplaces are:
1) consecutive optimization of quantity of workplaces;
2) providing the maximum labor productivity of each workplace;
3) achievement and subsequent maintenance of balance of workplaces and workers.
