For the purpose of implementation of article 26.3 of the Federal Law of July 11, 2001 "About political parties" and article 33 of the Federal Law of June 12, 2002 No. 67-FZ "About basic guarantees of the voting rights and the participation rights in referendum of citizens of the Russian Federation" I decide No. 95-FZ:

1. Approve enclosed:

a) Regulations on check of reliability of data on property and obligations of property nature outside the territory of the Russian Federation, about expenses according to each transaction on acquisition of the real estate objects, vehicles, securities and shares represented by candidates on elections to public authorities, elections of heads of municipal districts and heads of city districts and also political parties in connection with introduction to the President of the Russian Federation of offers on candidates for position of the management official (the head of the supreme executive body of the government) of the subject of the Russian Federation;

b) reference form of the real estate belonging to the candidate, his spouse (spouse) and minor children which is outside the territory of the Russian Federation of sources of receipt of means at the expense of which the specified property, about their obligations of property nature outside the territory of the Russian Federation represented by the candidate on elections to public authorities, elections of heads of municipal districts and heads of city districts is acquired;

c) form of the certificate of expenses of the candidate, his spouse (spouse) and minor children according to each transaction on acquisition of the parcel of land, other real estate object, the vehicle, securities, shares (shares, shares in the authorized (share) capital of the organizations) and about sources of receipt of means at the expense of which the transaction is made, represented by the candidate on elections to public authorities, elections of heads of municipal districts and heads of city districts.

2. Determine that concerning the Russian Federation proposed to the President candidacies to position of the management official (the head of the supreme executive body of the government) of the subject of the Russian Federation the certificate of the real estate belonging to it, his spouse (spouse) and minor children which is outside the Russian Federation of sources of receipt of means at the expense of which the specified property, about their obligations of property nature outside the territory of the Russian Federation is acquired and also the certificate of its expenses, expenses of his spouse (spouse) and minor children according to each transaction on acquisition of the parcel of land, other real estate object, the vehicle, securities, shares (shares, shares in the authorized (share) capital of the organizations) and about sources of receipt of means at the expense of which the transaction is made are represented by political party in forms, the approved this Decree.

3. Determine that in case of absence at persons concerning whom references in the forms approved by this Decree, real estate and obligations of property nature outside the territory of the Russian Federation are represented and also in case of non-execution by them of transactions on acquisition of the parcels of land, other real estate objects, vehicles, securities, shares (shares, shares in the authorized (share) capital of the organizations) in the corresponding graphs of references put down record about lack of property, obligations of property nature and transactions.

4. Bring in the list of the officials given authority in the direction of requests in the credit institutions, tax authorities of the Russian Federation and bodies performing state registration of the rights to real estate and transactions with it, when implementing checks for the purpose of anti-corruption, and in Regulations on procedure for the direction of requests in Federal Service for Financial Monitoring when implementing checks for the purpose of anti-corruption, approved by the Presidential decree of the Russian Federation of April 2, 2013 No. 309 "About measures for realization of separate provisions of the Federal Law "About Anti-corruption" (The Russian Federation Code, 2013, No. 14, the Art. 1670), the following changes:

a) add the list with Item 13 of the following content:

"13. Chairmen, deputy chairmen of the electoral commissions.";

"5.1. Chairmen, deputy chairmen of the relevant electoral commissions send inquiries concerning candidates on elections to federal bodies of the government, public authorities of subjects of the Russian Federation, elections of the head of the municipal district or the head of the city district.".

5. This Decree becomes effective from the date of its official publication.
