According to the Regulations on the passport of the citizen of the Russian Federation approved by the order of the Government of the Russian Federation of July 8, 1997 No. 828 <1>, and the Regulations on the Federal Migration Service approved by the order of the Government of the Russian Federation of July 13, 2012 No. 711 <2> I order:

Approve the enclosed Administrative regulations of the Federal Migration Service on provision of the state service in issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation.

Administrative regulations of the Federal Migration Service on provision of the state service in issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation

I. General provisions

Regulation subject

1. The administrative regulations of the Federal Migration Service determine terms and the sequence of ministerial procedures (actions) of FMS of Russia, territorial authorities of FMS of Russia <2> and their structural divisions by provision of the state service in issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation <1> <3>, and also order of interaction of FMS of Russia, territorial authorities and their divisions with federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies in case of issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation <4>.

2. Receivers of the state service in issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation <1> are citizens of the Russian Federation:

2.1. on issue of passports in case:

achievements of 14-year age;

receipts of the passport for the first time (to persons, is more senior than 14-year age);

acquisitions of citizenship of the Russian Federation;

losses (stealing) of earlier issued passport;

2.2. on replacement of passports in case:

achievements of 20-year age;

achievements of 45-year age;

changes by the citizen in accordance with the established procedure surnames, name, middle name, data on date (number, month, year) and (or) birthplace;

sex change;

unfitness of the passport for further use owing to depreciation, damage or other reasons (including in the absence of possibility of putting down on pages of the passport of obligatory stamps or marks);

detection of inaccuracy or inaccuracy of the records made in the passport;

essential change of appearance;

replacements of the passport of the citizen of the USSR.

Requirements to procedure for informing on provision of the state service

3. The main requirements to informing applicants are:

reliability of the provided information;

clearness in information statement;

completeness of informing;

presentation of forms of the provided information;

convenience and availability of receipt of information;

efficiency of provision of information.

4. Information on the state service is provided:

with use of means of telephone communication, electronic informing;

by means of placement on the information and telecommunication Internet, including the federal state information system "Single Portal of the State and Municipal Services (Functions)" <1>, publications in mass media, editions of information materials (brochures, booklets);

directly in premises of the divisions participating in provision of the state service.

5. At stands of the divisions participating in provision of the state service and also on the official sites of FMS of Russia and its territorial authorities the following information is placed:

working hours of the relevant division;

addresses of other organizations participating in process of provision of the state service;

bank details for payment of the state fee;

addresses of territorial authorities, phone numbers, addresses of the official sites and e-mail;

phone numbers on which it is possible to perform preliminary record;

list of the documents necessary for issue (replacement) of the passport;

procedure for provision of the state service;

sizes and payment procedure of the state fee;

extraction from the legislative and other regulatory legal acts of the Russian Federation containing the regulations regulating activities for provision of the state service;

text of Administrative regulations;

procedure for receipt of consultations;

procedure for appeal of decisions, actions or failure to act of the authorized officers providing the state service.

about possibility of assessment by the applicant of quality of provision of the state service.

Also at stands of the divisions participating in provision of the state service and also on the official sites of FMS of Russia and its territorial authorities the following samples of documents are placed:

the application form about issue (replacement) of passport N 1P (the appendix N 1 to Administrative regulations);

form of the form of the receipt with details for payment of the state fee.

6. By means of answerphone which works round the clock the applicant is informed:

about working hours of the relevant division;

about the address of the location of the nearest credit institutes in which it is possible to make payment of the state fee;

about bank details for payment of the state fee;

about addresses of the official sites of FMS of Russia and its territorial authorities;

about phone numbers and e-mail addresses of FMS of Russia, territorial authorities and divisions;

about phone numbers on which it is possible to perform preliminary record.

Data on the location and telephone numbers of territorial authorities, addresses of their official sites on the Internet, postal addresses and e-mail addresses are posted on the official site by FMS of Russia on the Internet.

7. The citizens who submitted to divisions documents for receipt of the passport are informed by the authorized officers participating in provision of the state service on terms of consideration, registration and return of the submitted documents to them, and in necessary cases - by phone specified in documents and (or) by e-mail. From the moment of submission of documents the citizen has the right in reception hours of the population to address for receipt of information on the course of consideration of the application about issue (replacement) of the passport.

In territorial authorities and their divisions the authorized officers participating in provision of the state service are their heads, deputy managers, the staff of law-enforcement bodies of the Russian Federation attached to FMS of Russia, federal government civil servants and workers <1>.

In case of filing of application about issue (replacement) of the passport with use of the Single portal citizens are informed on the course of consideration of the application about issue (replacement) of the passport through the Single portal.

8. Information on e-mail or through the official site is provided in the question-answer mode to each applicant who asked question no later than 30 days following behind day of receipt of question.

9. Consultation of receivers of the state service about procedure for its provision is carried out to working hours.

Consultations are provided on the following questions:

about the list of the documents necessary for receipt of the state service, completeness (sufficiency) of the submitted (submitted) documents;

about time of receiving and delivery of documents;

about procedure for appeal of actions (failure to act) for employees during provision of the state service and to other questions.

Personal consultations, written consultations and consultations by phone are provided.

Consultation of citizens concerning registration and issue (replacement) of the passport can be organized in the multipurpose centers of provision of the state (municipal) services with which agreements on interaction are signed <1>.

All consultations, and also provision by employees during consultations of document forms are performed on a grant basis.

The applicant can choose one of two options of receipt of personal consultation: in the mode of general queue or on record.

The employee performing oral consultation shall take all necessary measures for giving complete and prompt response on the questions posed, including with involvement of other employees. Waiting time of the applicant in case of oral consultation cannot exceed 15 minutes.

The employee performs oral consultation of each applicant no more than 10 minutes.

In case of the oral address of applicants (by phone or personally) the employees performing acceptance and consultation give the answer independently.

If preparation of the answer requires long time or if the employee whom the applicant addressed cannot answer question independently, then he can suggest the applicant to apply for necessary information in writing or to fix other time, convenient for the applicant, or phone call (in case of the address of the applicant by phone) is readdressed transferred) to other employee or the addressed citizen is told telephone number according to which it can obtain information necessary for it.

Calls from citizens are received according to the working schedule of employees who directly interact with applicants. In case of the response to phone calls the employee performing acceptance and informing, having picked up the phone, shall tell surname, the name, middle name, post and the name of division.

Upon termination of consultation the employee performing acceptance and consultation shall sum up briefly the results and list measures which need to be accepted. The maximum time of conversation - 10 minutes.
