1.1. These rules are prepared for the purpose of ensuring accomplishment of subitem 2.1.3 of the Presidential decree of the Azerbaijan Republic "About approval of "Rules of the state control over implementation of the rights of children" of May 8, 2012 No. 626 and regulate rules of the organization and maintaining electronic information bank of the rights of children.
1.2. The software and technical supply of the central server for the purpose of the organization of electronic information bank is performed by the State Committee on problems of family, women and children of the Azerbaijan Republic of interrelation with the relevant structures.
1.3. Users of electronic information bank (further - users) it is the State Committee on problems of family, women and children of the Azerbaijan Republic, the Ministry of Internal Affairs of the Azerbaijan Republic, the Ministry of Justice of the Azerbaijan Republic, the Ministry of Education of the Azerbaijan Republic, the Ministry of Health of the Azerbaijan Republic, the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic, the Ministry of youth and sport of the Azerbaijan Republic, the Public migratory service of the Azerbaijan Republic, the commission on cases and protection of the rights which did not reach age of majority, agencies of guardianship and cares of the local executive authority.
1.4. The database about children and the complex of the technical programs providing entering of information into this base, its change, protection, carrying out search and implementation of other transactions constitute electronic information bank.
1.5. Enter into structure of electronic information bank the central server which is at the administrator of bank and one or several computerized workplaces having potential to provide connection of each user to this system.
1.6. The database about children is in the central server of electronic information bank.
1.7. In electronic information bank individual data on each child are entered.
1.8. Central and the local executive bodies introducing information on the child in electronic information bank fill only the parts of the electronic questionnaire carried to their powers according to the form given in appendix to these rules.
1.9. The electronic information bank has system of statistical calculation according to information entered in the electronic questionnaire. For example, having entered the Section of statistics in the program of information bank and having chosen the menu ") the child with limited opportunities of health" and "b) the child with sporting achievements", it is possible to receive data on names and number of children with sporting achievements and limited opportunities of health. Having entered names of children it is possible to check the electronic questionnaire of this child. 1.10. Collection, processing and protection of individual information in information bank is performed according to the procedure, corresponding to the legislation of the Azerbaijan Republic.
2.1. Control over management of electronic information bank, placement of information in information bank and its use is performed by the administrator of information bank.
2.2. The administrator of electronic information bank - the State Committee on problems of family, women and children of the Azerbaijan Republic.
2.3. The administrator of electronic information bank bears responsibility for safety of system of electronic information bank.
2.4. Tasks of the administrator of electronic information bank:
2.4.1. ensures continuous functioning of electronic information bank and protection of the entered information;
2.4.2. controls ensuring connection with workstations;
2.4.3. gives the corresponding coherent parameters for connection to the central server, for the purpose of ensuring protection of electronic information bank takes measures for change of name, the password and other parameters of the user;
2.4.4. enters information on the child registered in electronic information bank in the central server;
2.4.5. controls information transfer from workstations;
2.4.6. performs trainings for effective use of the software by operators who will work at all workstations;
2.4.7. prepares the relevant statistical data and carries out the analysis.
2.5. In the following cases limits or stops operation of the workstation:
2.5.1. in case of the virus attack to the server;
2.5.2. in case of technical issues;
2.5.3. in case of the direction in the server of wrong information.
3.1. For control over timely entering of information into electronic information bank and the organizations of obtaining from there information appoints in the bodies using electronic information bank the responsible person and the operator having power to enter information in bank and to obtain from it information.
3.2. The responsible person provides fidelity of information entered in electronic information bank, regular entering into them of corresponding changes.
3.3. The operator has the user name, the password and other parameters of connection set and given it by the administrator of electronic information bank.
3.4. Users by means of the special software fill in information relating to their activities and transfer to the central server of information bank.
3.5. In case of any change in information the user within 3 (three) working days in the appropriate order sends this information to the central server or delivers to the administrator on the electronic medium.
3.6. The user, according to the status of the admission can get open entry only to information relating to it to information issued to it by the central server.
