About approval of the Regulations on the Elektronnoye Pravitelstvo portal and measures for expansion of electronic services

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of enhancement of the Elektronnoye Pravitelstvo portal for the organization of use of electronic services of the state bodies and legal entities of the public law created by the President of the Azerbaijan Republic in the Azerbaijan Republic by the principle of "single window", I decide increases in rationality of the works which are carried out to areas of the organization of electronic services, wide use of electronic services of the state bodies and legal entities of the public law created by the President of the Azerbaijan Republic according to the Presidential decree of the Azerbaijan Republic "About some measures in the field of the organization of rendering electronic services by state bodies" of May 23, 2011 No. 429:

1. Approve "The regulations on the Elektronnoye Pravitelstvo portal (are applied).

2. To the Cabinet of Ministers of the Azerbaijan Republic:

2.1. to prepare and provide to two-month time to the President of the Azerbaijan Republic the project "The state program on expansion of electronic services in state bodies and to development of "The electronic government" in 2013-2015", considering the approved offers of the Ministry of Communications and Information Technologies of the Azerbaijan Republic and the State services agency to citizens and social innovations in case of the President of the Azerbaijan Republic;

2.2. to prepare and provide to two-month time to the President of the Azerbaijan Republic the offers connected with regulation of creation of the state information systems and resources and their managements;

2.3. in two-month time in coordination with the President of the Azerbaijan Republic to approve the list of information systems and resources which shall be connected to the Elektronnoye Pravitelstvo portal, and technical requirements for connection of information systems and resources, electronic services to the portal;

2.4. to prepare and provide to two-month time to the President of the Azerbaijan Republic the offers connected with reduction of acts of the President of the Azerbaijan Republic in compliance with this Decree;

2.5. in two-month time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;

2.6. control reduction of regulatory legal acts of the central executive bodies in compliance with the specified Law and in five-months time to inform the President of the Azerbaijan Republic on their execution;

2.7. resolve other issues following from this Decree.

3. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.

4. To the ministry of digital development and transport of the Azerbaijan Republic:

4.1. take necessary measures for the organization of work of the Elektronnoye Pravitelstvo portal and ensuring its effective use;

4.2. provide connection of electronic services of the state bodies and legal entities of the public law created by the President of the Azerbaijan Republic to the Elektronnoye Pravitelstvo portal.

5. To bodies of the central executive authority and legal entities of the public law, created by the President of the Azerbaijan Republic:

5.1. accelerate the organization of electronic services and take the measures necessary for their connection to the Elektronnoye Pravitelstvo portal;

5.2. for the purpose of the effective organization of information exchange between information systems and resources to provide application in the information systems and resources which are at their disposal of individual identification numbers.

6. Public service of special communication and information security of the Azerbaijan Republic:

6.1. provide state bodies and legal entities of the public law, created by the President of the Azerbaijan Republic necessary telecommunication channels for connection to the Elektronnoye Pravitelstvo portal;

6.2. Take necessary measures for safety of the Elektronnoye Pravitelstvo portal.

Regulations on the Elektronnoye Pravitelstvo portal

1. General provisions

1.1 This Provision is prepared according to Item 3.3 of the Presidential decree of the Azerbaijan Republic "About some measures in the field of the organization of rendering electronic services by state bodies and created by the President of the Azerbaijan Republic legal entities of the public law" of May 23, 2011 No. 429, for the purpose of implementation of the tasks following from subitem 7.2.1 "The actions plan on realization "The state program on development of communication and information technologies in the Azerbaijan Republic for 2010-2012. (Electronic Azerbaijan)", the President of the Azerbaijan Republic approved by the Order of August 11, 2010 No. 1056, also establishes legal, organizational and technological basis for activities of the Elektronnoye Pravitelstvo portal (further - the portal) providing use of electronic services state bodies and the legal entities of the public law created by the President of the Azerbaijan Republic (further - government institutions) by the principle of "single window".

1.2. The portal serves representation of electronic services of state bodies in centralized procedure, to use by their users, according to the procedure, established by the law, to obtaining from information systems and resources (databases, information retrieval systems, registers and other information resources) of the state bodies connected to the portal, information on the relevant documents.

1.3. Creation, management, the organization of activities and development of the portal is provided with the operator of the portal - the Ministry of Digital development and transport of the Azerbaijan Republic (further - the operator).

1.4. Participants of the portal - the government and non-state institutions which information systems and resources are connected to the portal, the electronic services rendering by means of them and participating in information exchange with other information systems and resources connected to the portal.

1.5. Users of the portal - physical persons and legal entities, government institutions.

1.6. Users shall connect the appropriate information resources to the portal, provide integration of the rendered electronic services into the portal, and also provide use according to the procedure, established by the law, information on their information resources when rendering electronic services.
