About approval of the Procedure for functioning of telephone hotline in the State financial inspection of Ukraine and its territorial authorities

According to the subitem 64 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the Presidential decree of Ukraine of April 08, 2011 No. 446, and for the purpose of increase in efficiency of feedback of the State financial inspection of Ukraine and its territorial authorities with the public of PRIKAZYVAYU:

1. Approve the Procedure for functioning of telephone hotline in the State financial inspection of Ukraine and its territorial authorities which is applied.

2. (Dusyak S. P.) together with Department of organizational work of the State financial inspection of Ukraine (Chornutsky S. P.) in accordance with the established procedure to provide to department of coordination and direction by the Minister of work of the central executive bodies of the Ministry of Finance of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the First Deputy Minister of Finance of Ukraine Myarkovsky A. I. and First Deputy Chairman of the State financial inspection of Ukraine Kosciusko V. V.

Procedure for functioning of telephone hotline in the State financial inspection of Ukraine and its territorial authorities

1. This Procedure is developed according to article 40 of the Constitution of Ukraine, the Law of Ukraine "About addresses of citizens", the subitem 5 of Item 5 of the Regulations on the State financial inspection of Ukraine approved by the Presidential decree of Ukraine of April 23, 2011 No. 499.

2. This Procedure determines the sequence of actions of officials of the State financial inspection of Ukraine (further - State financial inspection) and its territorial organovgosudarstvenny financial inspections in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, the state financial inspections in areas, the cities and interdistrict, united in areas and the cities of the state financial inspections (further - bodies of State financial inspectorate) when obtaining, accounting and information processing which arrives from physical persons (further - the applicant) by phone trust (further - the message).

3. The main tasks of functioning of telephone hotline are:

provision of information concerning powers of bodies of State financial inspectorate;

ensuring rapid response to violations of the current legislation in case of expenditure of budgetary funds, use of the state-owned or municipal property by the companies, organizations and organizations which belong to the sphere of management of State financial inspection;

identification of the facts of possible corruption and other wrongful acts (divergence), decisions of officials of bodies of State financial inspectorate when implementing of the powers by them.

4. Functions on acceptance, accounting and processing of messages are assigned by the order of body of State financial inspectorate to the official (the dalsheotvetstvenny official) or structural division (dalsheotvetstvenny division) taking into account tasks and functions of separate structural divisions of State financial inspection and bodies of State financial inspectorate.

From among officials of responsible division it is determined responsible for timeliness of registration of the received messages and response to them.

5. The responsible official in case of acceptance of the message suggests the applicant to provide: information on themselves (surname, name, middle name), essence of events which became the address reason by phone of trust; other information which has essential value for the solution of specific question.

Disagreement of the applicant to provide information on the surname, name and middle name is not the basis for refusal in acceptance of the message.

6. Messages which arrive by phone trust are registered in the Magazine of registration of messages by phone of trust (further - the Magazine) in which are specified: receipt date of the message; contents of the message; surname, name and the applicant's middle name (in case of the message the applicant of such information); surname, name and middle name of the official of bodies of State financial inspectorate who received the message; information on response measures by results of the received message.

7. In case of expression by the applicant of desire to send the written address the responsible official tells him the postal address of body of State financial inspectorate.

8. Depending on the acquired information the responsible official takes such measures:

in case of receipt of questions concerning powers of bodies of State financial inspectorate - directly (in the mode of telephone communication) provides the relevant information;

in case of receipt of messages on violation of the current legislation in case of expenditure of budgetary funds, use of the state-owned or municipal property by the companies, organizations and organizations which belong to the sphere of management of State financial inspection, - reports on the head of body of State financial inspectorate (the head of responsible division) for the solution of question concerning need of written informing the relevant structural division of State financial inspection or body of State financial inspectorate for taking into account of the specified information when holding planned control actions;

in case of receipt of messages on possible wrongful acts (divergence) and decisions of officials of bodies of State financial inspectorate when implementing of the powers by them - reports on the head of body of State financial inspectorate (the head of responsible division) for the solution of question concerning need of written informing the head of the relevant structural division of State financial inspection or the head of body of State financial inspectorate for decision making concerning verification of the specified information;

in case of receipt from applicants of messages whose consideration does not belong to powers of bodies of State financial inspectorate - provides the direction of the acquired information to public authorities to which competence the solution of the questions raised by applicants belongs.

9. Functioning of telephone hotline is provided daily in working hours according to working hours of bodies of State financial inspectorate.
