1. Approve the enclosed Regulations on post-residential escort of orphan children, children without parental support, and also persons from among orphan children and children without parental support.

2. This resolution becomes effective after its official publication.

Chapter 1. General provisions

1. This Provision determines the purpose, tasks, the principles and procedure for the organization of post-residential escort of orphan children, children without parental support, and also persons from among orphan children and children without parental support.

2. For the purposes of this provision post-residential maintenance is understood as complex of the actions realized on the basis of interdepartmental interaction of state bodies and organizations and directed to social adaptation of orphan children, children without parental support, and also persons from among orphan children and children without parental support:

4. The main objectives of post-residential escort of orphan children, children without parental support, and also persons from among orphan children and children without parental support, are:

providing guarantees on social protection of orphan children, children without parental support, and also persons from among orphan children and children without parental support;

protection of the rights and legitimate interests of orphan children, children without parental support, and also persons from among orphan children and children without parental support;

assistance to orphan children, children without parental support, and also persons from among orphan children and children without parental support, in education, employment, protection of personal non-property and property rights.

5. Work on post-residential escort of orphan children, children without parental support, and also persons from among orphan children and children without parental support, is directed to realization of guarantees on their social protection, the prevention of their hit in difficult life situations and is based on the principles:

targeting and the differentiated approach in determination of amounts and types of the help according to specifics of social disadaptation of orphan children, children without parental support, and also persons from among orphan children and children without parental support;

obligatory personal participation, activization of internal resources of orphan children, children without parental support, and also persons from among orphan children and children without parental support, in permission of difficult life situation;

interdepartmental integrated approach and succession in actions of specialists of the state bodies and organizations specified in Item 6 of this provision.

6. Post-residential escort of orphan children, children without parental support, and also persons from among orphan children and children without parental support, local executive and administrative organs (the structural divisions of city, district executive committees, local administrations of areas in the cities performing state powers of authority in education (further – managements (departments) of education) perform, the structural divisions of city, district executive committees performing state powers of authority in the sphere of work, employment and social protection (further – managements (departments) of work, employment and social protection), territorial authorities of internal affairs (further – law-enforcement bodies), the commissions on cases of minors and other structural divisions), the territorial centers of social servicing of the population, organization professional, average special, the higher education, the organization of health care, child care residential care facilities, tutorial, foster homes, orphanages of family type (further, unless otherwise specified, – subjects of post-residential maintenance).

Chapter 2. Organization of post-residential maintenance

7. Post-residential maintenance is performed in the place of the actual accommodation of orphan children, children without parental support, and also persons from among orphan children and children without parental support.

8. Coordination of work on post-residential maintenance is provided:

child care residential care facilities – concerning the orphan children and children without parental support who are studying (pupils) of these organizations, and also living in the departments of post-residential adaptation created under these organizations;

organizations of professional, secondary vocational and higher education – concerning orphan children, children without parental support, and also persons from among the orphan children and children without parental support who are studying in day form of education in these organizations and being (being) in them on the state providing;

managements (departments) of education – concerning the orphan children and children without parental support who stopped stay in child care residential care facilities on the family forms of the device deducted from organizations of professional, secondary vocational and higher education;
