1. Approve the enclosed Instruction about procedure for carrying out open competitive selection and departmental scientific and technical examination of projects (works) for their financing at the expense of means of innovative fund of the Ministry of Education of the Republic of Belarus.

2. This resolution becomes effective after its official publication.

The instruction about procedure for carrying out open competitive selection and departmental scientific and technical examination of projects (works) for their financing at the expense of means of innovative fund of the Ministry of Education of the Republic of Belarus

1. This Instruction determines procedure for carrying out open competitive selection and departmental scientific and technical examination (further – examination) projects (works) for their financing at the expense of means of innovative fund of the Ministry of Education of the Republic of Belarus (further – innovative fund) according to the directions of use of means of innovative fund, stipulated in Item 5 Regulations on procedure for the forming and use of means of innovative funds approved by the Presidential decree of the Republic of Belarus of August 7, 2012 No. 357 "About procedure for forming and use of means of innovative funds" (The national legal Internet portal of the Republic of Belarus, 09.08. 2012, 1/13679), allocated on irretrievable basis.

2. Main objective of carrying out open competitive selection and examination of projects (works) for their financing at the expense of means of innovative fund is the project definition (works) for their inclusion in the list of projects (works) financed by means of innovative fund in the next financial year (further - the list of projects (works).

3. The announcement of open competitive selection of projects (works) for their financing at the expense of means of innovative fund (further - tender) conforming to requirements of item 4 of Article 927 of the Civil code of the Republic of Belarus is posted on the official site of the Ministry of Education of the Republic of Belarus (further - the Ministry of Education) not later than month prior to its carrying out.

4. The organizations determined by parts one and third Item 8 of the Regulations on procedure for forming and use of means of innovative funds can take part in tender (further - the participant of tender).

5. For participation in tender till October 1 of the year preceding year in which financing of projects (works) is supposed the following documents are submitted to the Ministry of Education:

offer request;

feasibility statement;

the documents confirming the status of the scientific, project and design organization.

Participants of tender have the right to represent the additional materials connected with project implementation (works).

6. The documents specified in the parts one of Item 5 of this Instruction provided not in full or after the expiration of fixed terms are not taken cognizance and are subject to return within 10 days from the date of receipt.

7. Concerning persons who wished to take part in tender preliminary selection which consists in studying of documents, stipulated in Item the 5th this Instruction is made.

8. During preliminary selection in cases, stipulated by the legislation, expertize of projects (works) for their financing at the expense of means of innovative fund within 20 days by the advisory council created by the Ministry of Education is carried out.

When conducting examination projects (works) are estimated on compliance to the criteria established by parts two and third Item 2 of the Regulations on procedure for forming and use of means of innovative funds.

9. The participants of tender who underwent preliminary selection are allowed to participation in tender.

10. Competition is held by the commission of the Ministry of Education (further - the commission) till November 15 of the year preceding year in which financing of projects (works) is supposed.

11. When carrying out tender by the commission are considered:

compliance of introduced drafts (works) to the directions of use of means of innovative fund, stipulated in Item 5 Regulations on procedure for forming and use of means of innovative funds;

scientific and technical level, relevance and novelty of the project (work);

level of research and production potential of the participant of tender;

the possible economic, social, innovative and other advantages got from project implementation (carrying out work);

correctness of the reasons and calculations provided by the participant of tender.

12. The decision of the commission is drawn up by the protocol which is signed by all members of the commission.

13. By results of tender the list of projects (works) approved by the Ministry of Education according to the procedure, established by the legislation is constituted.

14. After approval of the list by the Ministry of Education of projects (works) to participants of tender within 10 days statements from the list of projects (works) are led up.
