About formation of Department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic
According to article 10 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", for the purpose of optimization of activities of the Public registration service under the Government of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:
1. Form Department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic based on Department of registration of the population under the Public registration service under the Government of the Kyrgyz Republic and Department of civil registration under the Public registration service under the Government of the Kyrgyz Republic.
2. Determine that the Department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic is legal successor of Department of registration of the population under the Public registration service under the Government of the Kyrgyz Republic and Department of civil registration under the Public registration service under the Government of the Kyrgyz Republic.
3. Approve enclosed:
- the paragraph third Item 3 ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 05.09.2016 No. 481
4. To the public registration service under the Government of the Kyrgyz Republic:
- in a month to perform optimization of the number of staff of managerial structures of educated division;
- in three-months time:
in accordance with the established procedure to introduce drafts of decisions of the Government of the Kyrgyz Republic on reduction of earlier made decisions of the Government of the Kyrgyz Republic to compliance with provisions of this resolution;
consider question of feasibility of formation of the Center of geographic information systems under Department of the inventory and registration of the rights to real estate under the Public registration service under the Government of the Kyrgyz Republic for the purpose of ensuring support of information and communication and geoinformation technologies;
take other necessary measures following from this resolution.
5. To the Ministry of Finance of the Kyrgyz Republic to consider when forming the republican budget necessary financial resources for functioning of the Public registration service under the Government of the Kyrgyz Republic and its subordinated divisions.
6. Recognize invalid:
- the order of the Government of the Kyrgyz Republic "About Department of registration of the population under the Public registration service under the Government of the Kyrgyz Republic" of February 5, 2010 No. 73;
7. To impose control of execution of this resolution on department of regional development, transport, construction and communications of Government office of the Kyrgyz Republic.
8. This resolution becomes effective from the date of official publication.

1. The department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic (further - Department) is the subordinated division of the Public registration service under the Government of the Kyrgyz Republic (further - Service) performing activities in the field of state registration of the population, civil registration, document creation concerning acquisition of nationality of the Kyrgyz Republic and exit from it, the issues to citizens personified, identifying and other documents of the state value.
2. The department in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Government of the Kyrgyz Republic, orders and orders of Service, and also this Provision.
3. The department is legal entity, has seal with the image of the State Emblem of the Kyrgyz Republic, with the name in the state and official languages, separate balance, settlement and other accounts in system of treasury of the Ministry of Finance of the Kyrgyz Republic.

- providing procedures of state registration of acts of civil status within the conferred powers, according to the procedure, established by the legislation of the Kyrgyz Republic;
- participation in creation, registration, forming and servicing of information resources within competence of Department;
- organization of system of single state registration of the population;
- the analysis of condition and development of suggestions for improvement of the legislation in the sphere of state registration of the population, civil registration, document creation concerning acquisition of nationality of the Kyrgyz Republic and exit from it, the issues to citizens personified, identifying and other documents of the state value and their introduction for consideration of Service for subsequent their introduction by Service for consideration of the Ministry of Justice of the Kyrgyz Republic;
- ensuring compliance with the Kyrgyz Republic by citizens, foreign citizens and stateless persons of the migratory legislation of the Kyrgyz Republic;
- providing citizens with the personified, identifying documents of the state value;
- enhancement of system of turnover of documents of the state value, with use of modern information technologies;
- ensuring the information security of personal nature referred to competence of Department.
