About approval of limit of consumption of electrical, heat energy, natural gas, water and withdrawal of drains for state-financed organizations of the Kyrgyz Republic for 2013-2014

According to article 90 of the Constitution of the Kyrgyz Republic, for the purpose of non-admission of unreasonable consumption growth of electrical and heat energy, natural gas, economical and rational use of the budgetary funds allocated to organizations and the organizations for payment of electrical and heat energy, natural gas, water, the Government of the Kyrgyz Republic decides:

1. Approve the enclosed limit of consumption of electrical, heat energy, natural gas, water and withdrawal of drains for the state-financed organizations for 2013-2014 signing supplier contracts of these types of service.

2. To state bodies in week time:

- distribute the annual limit of consumption of electrical, heat energy, natural gas, water and withdrawal of drains of subordinated divisions set by this resolution;

- in accordance with the established procedure to bring limit of consumption of electrical, heat energy and natural gas to subordinated organizations;

- provide to the Ministry of Finance of the Kyrgyz Republic and the relevant electro-, warm, gas supplying companies, and also the proizvodstvennoekspluatatsionny company "Bishkekvodokanal" the complete inundated list of subordinated organizations, with indication of the set limit.

3. To local government bodies (under approval), to local public administrations, in time and procedure, determined by Item 2 of this resolution to distribute and bring limit of consumption of electrical, heat energy, natural gas, water and withdrawal of drains to the state-financed organizations financed from the local budget.

4. To state-financed organizations:

- to strictly observe the set limit of consumption of electrical, heat energy and gas, water and withdrawal of drains;

- not allow the facts of connection to power supply system of off-budget consumers and repayment of expenses of the off-budget organizations for heat and electrical energy at the expense of budgetary funds.

5. Determine that for violation of Items 2, 3 and 4 presents of the resolution the personal responsibility is conferred on heads of relevant organs and organizations.

6. Recommend to the electro-, warm, gas supplying companies, the proizvodstvennoekspluatatsionny companies "Bishkekvodokanal" providing delivery of electrical, heat energy, natural gas and water to state-financed organizations:

- update the list of budget consumers according to departmental accessory to creation of reports on the actual consumption of electrical, heat energy, gas, water use services in accordance with the established procedure, on the basis of the provided ministries, the state committee, administrative departments, local government bodies, local public administrations and other state bodies of lists of subordinated and territorial subdivisions, the organizations and organizations;

- together with the State inspectorate for ecological and technical safety under the Government of the Kyrgyz Republic to make restrictions in electro-, warm, gazo-, water supply in case of exceeding of the set limit.

7. Recognize invalid:

the order of the Government of the Kyrgyz Republic "About approval of limit of consumption of electrical, heat energy, natural gas, water and withdrawal of drains for state-financed organizations of the Kyrgyz Republic for 2011-2012" of July 26, 2011 No. 414.

8. This resolution becomes effective since January 1, 2013.

9. Publish this resolution in mass media.

10. To impose control of execution of this resolution on department of the industry, fuel and energy complex and subsurface use of Government office of the Kyrgyz Republic.
